Hanoi - The delay in progress in some park and flower garden projects in Hanoi is causing waste of resources and affecting the urban landscape.

At the explanation meeting organized by the Standing Committee of the Hanoi People's Council on June 4, some delegates said that the delay in progress in some park and flower garden projects is wasting resources and affecting the urban landscape.

Delegates were especially interested in projects to renovate, upgrade and build new parks and flower gardens, such as: Project to build parks and regulating lakes at land plot marked CV1 (in Cau Giay district and Nam Tu Liem district), invested by Sai Dong Urban Investment and Development Joint Stock Company. The project started in 2016 but has not yet been put into operation, causing great waste.

In the Southwest Hanoi urban area (in Cau Giay district, including Trung Hoa and Yen Hoa wards), the park project invested by VNT Company Limited has been granted an investment certificate since 2010, expected to be completed in the period of 2015-2016. However, the project has not yet been implemented, the abandoned land is overgrown with grass, some areas are occupied by people as soccer fields, illegal parking lots, causing waste of resources and losing urban beauty.

According to Mr. Duong Duc Tuan - Vice Chairman of Hanoi People's Committee, some projects are behind schedule due to problems with site clearance, planning adjustments, changes in investment policies, legal procedures; at the same time, the mobilization of social resources to invest in parks and flower gardens is still limited.

In addition, legal regulations still have many shortcomings and lack of specific mechanisms to encourage investment in the fields of parks and trees. Some projects have been stuck for many terms; the organizational capacity of some units has not met requirements; coordination and information sharing between levels and sectors are sometimes lacking in synchronization.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan suggested that departments, branches and People's Committees of districts, towns and cities continue to review, update and adjust the planning of flower gardens and parks in accordance with urban development orientation, ensuring reasonable scale and meeting practical needs. At the same time, focus on removing difficulties and obstacles in site clearance and planning adjustments, especially for large park projects with long-standing backlogs.

The Department of Finance is assigned to proactively research and propose specific mechanisms and policies to encourage socialization of investment in developing parks and flower gardens and improving the efficiency of attracting non -budget resources. Department of Construction needs to complete the project of developing trees, parks and flower gardens soon; strengthen inspection, examination and strictly handle violations in management and use; At the same time, improving the quality of maintenance and maintenance after investment, ensuring parks and flower gardens really promote the effectiveness of the community.
