On September 11, a source from Lao Dong Newspaper reported that Mr. Nguyen Van Buoi - Chief Inspector of Tan Phuoc district (Tien Giang province) - signed and issued Inspection Conclusion No. 189 on compliance with policies and laws in the management of public assets and property, implementation of laws on receiving citizens, handling complaints and denunciations, and preventing corruption against the Chairman of Phu My Commune People's Committee.
According to the inspection conclusion, during the inspection period, there were a total of 70 cases of administrative sanctions under the authority of the Chairman of the People's Committee of Phu My Commune, with 70 subjects, and a total fine of 143,875,000 VND. Of which, 41 subjects have executed the decision with the amount of 71,725,000 VND; 1 subject has not yet executed the decision to impose a fine of 2,150,000 VND; 28 decisions have completed the form of fine (the main form of fine) but have not yet taken remedial measures.
At the time of inspection, the deadline for implementing 28 decisions on penalties for remedial measures as prescribed had passed, but the People's Committee of Phu My commune had not yet taken measures to organize the implementation of remedial measures stated in the decisions on penalties as prescribed by law, only mobilizing and reminding individuals who had violated 1-2 times, which is not in accordance with the provisions of Article 86 of the Law on Handling of Administrative Violations 2012.
The inspection conclusion clearly stated: Through the minutes of the meeting with Mr. Dao Ngoc Luu - Head of the Inspection Team, handling cases of encroachment on road corridors in Phu My commune assigned by the Chairman of Phu My Commune People's Committee - it shows that the Head of the Inspection Team, handling cases has not given good advice to the Chairman of Phu My Commune People's Committee to monitor, urge and inspect the implementation of remedial measures for the 28 decisions on administrative sanctions mentioned above.
From the above issues, Chief Inspector of Tan Phuoc district recommends that the Chairman of Phu My Commune People's Committee continue to monitor, urge, inspect, and implement remedial measures for the above 28 decisions on administrative sanctions. In addition, it is recommended that the Chairman of the Vietnam Fatherland Front Committee of Tan Phuoc district hold a meeting to review experiences with Mr. Dao Ngoc Luu - former Vice Chairman of Phu My Commune People's Committee, currently Vice Chairman of the Vietnam Fatherland Front Committee of Tan Phuoc district for having the above limitations.
At the same time, the Department of Internal Affairs also recommends that the People's Committee of Tan Phuoc district hold a review meeting to learn from experience for Mr. Tran Ngoc Linh - Chairman of the People's Committee of Phu My commune with the responsibility of the head having limitations in making, assigning, adjusting budgets, declaring assets, and implementing remedial measures for 28 decisions on administrative sanctions.
