Re-delimitation of Region I and Region II
On June 23, the Department of Culture, Sports and Tourism of Lam Dong province said that the adjustment is to update the current situation of land management and use and the orientation of conservation associated with urban development in Da Lat in the new period.

According to the proposed dossier, Area I - the core area of the relic - includes the entire water surface of Xuan Huong Lake and the space to the outer edge of Tran Quoc Toan street, with an area of more than 50 hectares.
This is an area that is strictly protected to preserve the characteristic landscape of the scenic spot.
Area II has an area of more than 108 hectares, surrounding the lake along the existing traffic axis, calculated from the central area in front of the Da Lat Regional Post Office, extending through the dam direction, Ong Dao bridge and surrounding the lake in the opposite direction of the clock clock.
This area includes many public works and important urban landscape spaces.
According to the plan, Zone II will zone and protect many locations such as: Xuan Huong Park, Lam Vien Square, Yersin Park, Trade Union Hotel area and Provincial Labor Culture House, Vietnam - Japan Friendship Flower Garden, Iron Bridge area and settling lake No. 1, Da Lat Flower Garden and Doi Cu area (Cu Hill 1, 2, 3).
Proposal not to zone 3 central locations
Notably, functional agencies proposed not to include in the protection zone of Zone II for 3 locations including: Ong Dao bridge foot area - Cam Ly stream, Da Lat Palace Hotel and Tran Quoc Toan Park project area.

According to the Department of Culture, Sports and Tourism of Lam Dong province, the area at the foot of Ong Dao bridge - Cam Ly stream has an area of about 5 hectares, currently oriented to develop landscape parks, including Anh Sang Park.
This is land managed by the State, with detailed urban planning for Da Lat, both serving landscape preservation and attracting investment for development.
Functional agencies believe that not zoning for protection is to ensure flexibility in planning, while still complying with the Law on Cultural Heritage, without disrupting the overall space of Xuan Huong Lake.
For Da Lat Palace Hotel, the current status of the project has changed a lot compared to the time of relic ranking in 1988, with many additional construction items. This area is located behind Xuan Huong Park, not directly adjacent to the lake surface.
Towards conservation and harmonious development
The Department of Culture, Sports and Tourism proposes to study the direction of separating Palace Hotel into a separate architectural relic or independently valuable structure, thereby creating conditions for renovation, upgrading and exploitation of existing space.

Regarding the Tran Quoc Toan Park project area, functional agencies said that this used to be a residential area, not belonging to the protection boundary of Zone II according to the previous ranking decision.
This area has undergone many planning adjustments, site clearance and unfinished investments, leading to major changes, making it difficult to restore the original landscape.
Currently, the State is managing the land area, and at the same time researching a plan to continue exploiting or adjusting the planning to suit the urban development orientation and relic preservation.
The Department of Culture, Sports and Tourism emphasized that adjusting the zoning of Xuan Huong Lake relic is to update the actual management, ensuring harmony between landscape preservation and local socio-economic development.
Functional agencies will continue to collect opinions from ministries and sectors before completing the dossier to submit to the Provincial People's Committee for consideration and decision.
