After more than 2 months of fighting the project, the Criminal Police Department, Quang Tri Provincial Police successfully dismantled a ring of forging tens of thousands of high school and university degrees, land use right certificates, driver's licenses and many other types of documents.
In early August 2025, through the work of grasping the situation, the Criminal Police force discovered clues about a ring of forging seals and documents of agencies and organizing sophisticated activities, greatly affecting state management. A project committee was established, using synchronous professional measures to destroy it.
On September 5, Ms. H.T.H (residing in Quang Tri) reported being scammed into getting a driver's license and a certificate for inland waterway vehicles for more than 6 million VND.
From this information, the project reveals the large scale of the line, with many closed linkages, from the leader, the editor, the printer to the subject specializing in setting up advertising and transaction websites.
After collecting all the evidence, Quang Tri Police coordinated with the Department of Technical Affairs (Ministry of Public Security) to break up the case. 30 officers and soldiers were divided into 6 working groups and simultaneously deployed in many areas.
In Giao Ninh commune (Ninh Binh), the authorities arrested Pham Van Cong (born in 1996), the ringleader. At the same time, other working groups controlled 5 related subjects in Hanoi and Ninh Binh, including: Pham Van Hung (born in 2000), Dang Duy Tuan (born in 1996), Tran Van Dat (born in 1998), Nguyen Van Tinh (born in 1997) and Tran Xuan Tuan (born in 1990).
Searching the subjects' residences, the police seized 11 phones, many computers, color printing devices, plastic pressing, hard drives, Emulsions, stickers, along with tens of thousands of fake certificates, certificates and hundreds of thousands of data files, software for fake jobs.
Initially, the subjects confessed to having organized the forgery of tens of thousands of types of documents to sell to people in need on social networks. Currently, the investigation of the project is continuing to be expanded.
