As reported by Lao Dong Newspaper, the project "Upgrading and expanding the storm shelter area combined with Tinh Hoa fishing port" was approved by the Ministry of Agriculture and Rural Development with a total investment of 460 billion VND, of which the central budget managed by the Ministry of Agriculture and Rural Development is 400 billion VND. The project is invested by the Department of Agriculture and Rural Development. The project implementation period is from 2023 to 2026.
The project's goal is to ensure safe anchorage for fishing boats in the province and neighboring provinces during the stormy season, combined with Tinh Hoa fishing port to form a fishing logistics service area, contributing to socio-economic development, creating momentum for the development of the local marine economy.
According to Mr. Ho Trong Phuong - Director of the Department of Agriculture and Rural Development, the capital allocated to the project to date is nearly 132 billion VND, of which more than 47 billion VND has been disbursed. In 2024 alone, the project was allocated capital of more than 60 billion VND, of which 5.5 billion VND has been disbursed, reaching 9.2%. It is expected that by December 2024, the disbursement will reach 33.7 billion VND.
According to Mr. Nguyen Lam - Vice Chairman of Quang Ngai City People's Committee, the project scale is 44 hectares, with a capacity of about 1,500 fishing boats. Quang Ngai City is assigned the task of compensation and site clearance. The current difficulty is that the project is implemented on the foundation of shrimp ponds that have existed for 20-30 years, so the current status is no longer there, so the work of determining the current elevation to create a map to carry out the next steps is difficult, causing the investor and the Management Board of the project for investment, construction and land fund development of Quang Ngai City to be very confused.
"The most difficult thing is to determine the volume of shrimp ponds for compensation. Currently, the investor is completing the map to hand over to the Quang Ngai City Land Fund Development and Investment Project Management Board to carry out the next procedures," said Mr. Lam.
According to Mr. Nguyen Lam, through the meeting, in November 2024, there will be specific land prices for the second and third compensation plans to apply to the compensation payments for people whose land is recovered for the project. Currently, there are 10 households that have not received compensation, and the authorities will continue to mobilize people to agree.
Regarding this project, at the dialogue with fishermen in coastal localities in the province held on the afternoon of November 5, Ms. Bui Thi Quynh Van - Secretary of the Quang Ngai Provincial Party Committee - emphasized that later the province will calculate the responsibility of who, which sector in the delay in investing in the project "Upgrading and expanding the storm shelter area combined with Tinh Hoa fishing port". Because the port expansion area is double the current scale, but when there is an opportunity to expand, the authorities are very slow, leading to the 2024 capital source of this project not being implemented, while the Ministry of Agriculture and Rural Development has arranged capital and requested disbursement. Later, the province will clarify who is responsible.
