The project "Upgrading and expanding the storm shelter area combined with Tinh Hoa fishing port" was approved by the Ministry of Agriculture and Rural Development with a total investment of 460 billion VND, of which the central budget managed by the Ministry of Agriculture and Rural Development is 400 billion VND. The project is invested by the Department of Agriculture and Rural Development. The project implementation period is from 2023 to 2026.
The project's goal is to ensure safe anchorage for fishing boats in the province and neighboring provinces during the storm season, combined with Tinh Hoa fishing port to form a fishing logistics service area, contributing to socio-economic development, creating momentum for the development of the local marine economy.
Once completed, the project will ensure that over 1,000 fishing boats with a capacity of up to 800 horsepower can anchor, meeting the criteria for a type I fishing port as prescribed. However, the project's progress is currently very slow. According to Mr. Ho Trong Phuong - Director of the Department of Agriculture and Rural Development, the capital allocated to the project to date is nearly 132 billion VND, of which more than 47 billion VND has been disbursed. In 2024 alone, the project was allocated more than 60 billion VND in capital, of which 5.5 billion VND has been disbursed, reaching 9.2%. It is expected that by December 2024, the disbursement will reach 33.7 billion VND.
For the first compensation and support plan, 10/26 households and individuals have not agreed to receive compensation and support. For the second compensation and support plan, specific land price requirements have been proposed to establish compensation and support plans for 37 households, with 43 plots of land, and an area of over 83,000m².
Talking to reporters, fisherman Tran Ngoc Thanh, owner of fishing boat QNg 91428 TS, in Quang Ngai City, said that currently, Tinh Hoa fishing port is narrow, many boats are anchored close together, so there is a risk of fire and explosion. In addition, the channel in and out of this port is also silted up, many large-capacity ships face many difficulties when entering and exiting to sell seafood or anchoring to take shelter during the rainy and stormy season. "I recommend that authorities at all levels urgently dredge and upgrade Tinh Hoa port so that boats can anchor and enter the port more conveniently," said Mr. Thanh.
According to Mr. Ho Trong Phuong, up to now, over 2.4 hectares of land of 16 households have been cleared. However, these plots of land are located in the aquaculture area so construction cannot be carried out, so only construction items that do not affect people's production are carried out.
Faced with the situation of land clearance problems, leading to stagnant disbursement progress, Mr. Ho Trong Phuong informed that he had proposed that the Management Board of the Quang Ngai City Land Fund Development and Investment Project continue to mobilize and dialogue with the remaining 10 households to agree to receive compensation to complete the first phase of land clearance in November 2024.
Mr. Ho Trong Phuong also proposed that the People's Committee of Quang Ngai City consider directing relevant units to speed up implementation steps to advise and promptly approve specific land prices to calculate compensation when the State reclaims land and appraise and approve the second phase of compensation and site clearance plan in December 2024.
