On November 30, 2021, Mr. Dang Van Minh - former Chairman of the People's Committee of Quang Ngai province - assigned the Department of Home Affairs to preside over and coordinate with the Department of Science and Technology (KHCN), Department of Agriculture and Rural Development (NNPTNT), Department of Finance, to develop a Project to transfer the status quo of the Experimental Research and Technology Transfer Farm under the Center for Application and Science and Technology Services of Quang Ngai province, under the Department of Science and Technology to the Seed Center under the management of the Department of Agriculture and Rural Development, and submit it to the Provincial People's Committee for consideration and decision.
Mr. Dang Van Minh assigned the Department of Agriculture and Rural Development to have a plan to receive management and direct the operation of the unit to ensure stability and efficiency before the merger, and to be responsible to the competent authority for the assigned tasks.
In order to carry out the assigned tasks, the Department of Agriculture and Rural Development directed the Seed Center to coordinate with relevant units under the Department of Science and Technology to conduct a survey and thoroughly understand the current situation of the organization and operation of the Experimental Research and Technology Transfer Farm - to develop a Project to receive the Farm to the Seed Center for management. However, according to the leaders of the Department of Agriculture and Rural Development, the process of developing the project encountered many difficulties in resolving the assets of the Experimental Research and Technology Transfer Farm such as: Damaged assets proposed for liquidation, assets of the Seed Center that are not needed, proposed to be transferred to other units for management and use to avoid waste... therefore, it is necessary to coordinate with the Department of Finance and relevant units to resolve.
The Department of Agriculture and Rural Development has directed the Seed Center to coordinate with relevant departments, agencies and units, based on existing and newly acquired assets, to rebuild the production and business plan of the (new) Seed Center in accordance with the direction of the Provincial People's Committee. However, after many times of construction and completion, the production and business plan upon receiving the Experimental Research Farm still did not meet the requirements of the Provincial People's Committee.
In reality, there are still many difficulties and obstacles in the production and business activities of the Seed Center, and no optimal solution or plan has been found to ensure that after receiving the Experimental Research Farm, the unit will effectively use and exploit the land and assets that have been equipped for stable and sustainable development, self-sufficient in regular expenditures, and move towards self-sufficient in investment expenditures according to the direction of the Provincial People's Committee.
After fully accounting for all revenues and expenditures, the effectiveness of the plan is not available, and it does not ensure a balance in regular expenditures. Therefore, the Department of Agriculture and Rural Development proposes that the Provincial People's Committee consider and agree to stop receiving the Experimental Research Farm and transferring technology to the Seed Center for management.
According to the reporter's investigation, the Experimental Research and Technology Transfer Farm was established in 2012, with an area of 17 hectares. Since its establishment and operation, the total investment in this farm has been nearly 40 billion VND.
