Revealing to reporters (PV) - posing as people who need to rent or buy encroached land to build houses and warehouses, these people affirmed that they would help PV "make the law" and successfully build illegally because they know the rules and have close relationships with the government.
"My land here is located in a border area, half belongs to Vong La commune, the other half belongs to Hai Boi commune. Now we "make a law" to build, Hai Boi blames Vong La, then Vong La blames Hai Boi. If we pay, we have to give it to both sides, then one side blames the other, surely we can build" - the owner of the land in violation affirmed.

Immediately after the series of articles were published, the reporter had a meeting with the authorities of the two communes of Vong La and Hai Boi (Dong Anh, Hanoi). After acknowledging that the newspaper's reflections on the violations under Thang Long Bridge were accurate, the representatives of the local authorities of these two communes both affirmed that the location of the violations was in the territory of the remaining commune.
"We have received the information reported by the press about the encroaching warehouse area in the area of Vong La commune. There is no factory along the river in the Phuong Thu fish raft area, the dividing line between Vong La commune and Hai Boi commune is that road. The right side of the school belongs to our Hai Boi commune, and the illegal factory on the left side of the road belongs to Vong La commune" - Mr. Le Tu Tien, Vice Chairman of Hai Boi Commune People's Committee, affirmed.
Mr. Ha Xuan Truong - Vice Chairman of the People's Committee of Vong La commune - said: "We have read the article and received the information, all images and violations belong to Hai Boi commune. Administrative boundaries, all violations belong to Hai Boi. I confirm that the factory (reflected in the article) belongs to Yen Ha, Hai Boi" - the leader of Vong La commune affirmed.
It can be seen that the answers of the two local authorities have many points that are incredibly similar to what Ms. Huong and Mr. Tuyen - the owners of Phuong Thu fish raft - who are considered "landlords" of many "parachuted" land areas around the foot of Thang Long bridge (Dong Anh, Hanoi) had previously revealed to reporters.
Thanks to understanding the complex characteristics of the border area, these people can brazenly act arbitrarily, monopolize a lot of land and then exploit it by selling it "to other hands" or leasing it, profiting from public land for many years in broad daylight.
Will handle and cut off electricity to encroached areas after reflection of Lao Dong Newspaper
On December 26, speaking with Lao Dong, Mr. Le Tu Tien - Vice Chairman of Hai Boi Commune People's Committee - informed about the handling of issues reported by the press recently.
Regarding the story of "a driver being brazenly assaulted and his vehicle stolen at the Dong Anh "parachute" land", the leader of Hai Boi commune said that the incident happened in Vong La commune, after which the victim fled to Hai Boi commune. Dong Anh district police are handling the case.
Regarding the issue of land encroachment in the area under Thang Long Bridge, the commune leader admitted that all warehouses, pickleball courts... built under Thang Long Bridge as reported by the newspaper are violations. The commune has reported to higher authorities and will handle it in the near future.
"Quinn's Sport pickleball court is located in Hai Boi commune, this court has not been licensed. That is the land they have used since 1989, after the construction of Thang Long bridge was completed, the workers moved away, local people built factories and encroached. We have made official documents, administrative violation records and transferred them to the district. Of the 28 households at the foot of the bridge, 24 factories have had administrative penalty decisions.
From now on, after January 1, 2025, after the Capital Law comes into effect, we will proceed to handle it. We will also cut off all electricity and water in this area from January 1" - Vice Chairman of Hai Boi commune said.
In addition to the information provided to reporters, the leader of Hai Boi commune said that, regarding the story of Phuong Thu fish raft, although it had a license, it was not complete. In addition to the business license, the restaurant on the fish raft has not been granted any certificates of food hygiene and safety.
