On August 17, the Office of Lang Son Provincial People's Committee said that the leaders of the Provincial People's Committee agreed with the proposal of the Department of Finance on not using state budget to buy computers and printers for villages and residential groups.
According to the Provincial People's Committee, the procurement has not been considered due to the lack of sufficient legal basis on standards, norms for equipment and related conditions.
The Department of Finance is assigned to advise on the management and use of 10 billion VND from the "Supporting the implementation of other goals and tasks" source in the state budget estimate for 2026.
This amount can be adjusted to other expenditure tasks of the provincial budget or used for targets arising in the year.
This agency will also coordinate with relevant units to propose to ministries and central agencies to issue mechanisms or amend regulations, as a basis for supporting the budget to purchase computers, printers and common equipment for villages and residential groups.
The proposed regulations need to clearly define the responsibility for managing and using equipment and operating funds, meeting the operating requirements of local authorities at two levels, and at the same time promoting digital transformation at the grassroots level.
The Department of Science and Technology is assigned to review the number and current status of computers and printers in villages and residential groups after arrangement; summarize difficulties and obstacles in the process of implementing digital transformation.
The results will be coordinated with the Department of Home Affairs and the Department of Finance to advise the Provincial People's Committee when there are new guidelines from the Central Government or sufficient legal basis.
People's Committees of communes and wards must review the need to equip computers and printers in each area. In case of real necessity and urgency, localities can mobilize socialized resources to purchase information technology equipment to serve community activities.
The province requests localities not to purchase from the state budget when there are not sufficient legal bases and conditions as prescribed.
