This content is stated in Conclusion No. 78-KL/TW of the Politburo and the Secretariat on the operating situation of grassroots Party organizations in the second quarter of 2026.
Accordingly, in Conclusion No. 78-KL/TW, the Politburo and the Secretariat requested the provincial party committees, city party committees, and party committees directly under the Central Government:
Focus on leading and directing Party committees and directly affiliated Party organizations and Party secretaries to organize propaganda, dissemination, and thoroughly grasp seriously, promptly, with focus and key points, ensuring that cadres, party members and people understand clearly, correctly, firmly grasp and well implement the Party's guidelines and resolutions, the State's laws, and the Resolution of the 3rd Conference of the 14th Party Central Committee.
In which, focusing on new contents in the Regulations on the implementation of the Party Charter, on what party members are not allowed to do; tasks after the preliminary review of 1 year of operation of the overall organizational model of the political system, the 2-level local government model; strengthening and proactively grasping the ideological situation of cadres, party members and public opinion; promptly orienting and effectively handling problems and problems arising in practice; building grassroots Party organizations to truly be the political nucleus, the center of unity, gathering, and promoting the strength of cadres, party members and the People.
Thoroughly grasp and implement Conclusion No. 58-KL/TW, dated June 26, 2026 of the Politburo on continuing to implement Resolution No. 21-NQ/TW, dated June 16, 2022 of the 13th Central Committee of the Party, focusing on solutions on building and consolidating grassroots Party organizations, improving the quality of Party members, especially proactively taking innovative and breakthrough solutions in the work of consolidating grassroots Party organizations, building Party organizations at the grassroots level, and developing Party members to effectively implement the goals in the term.
Direct the completion of arranging and establishing Party organizations in villages and residential groups and consolidating Party cells synchronously and uniformly with the arrangement and establishment of villages and residential groups according to the guidance of the Central Organization Committee.
Continue to innovate the content and methods of operation of Party organizations at the grassroots level; direct and guide Party cells to organize Party activities on the 3rd of each month or in the first week of the month according to Directive No. 50-CT/TW, dated July 23, 2025 on continuing to innovate and improve the quality of Party cell activities in the new period in accordance with the specific conditions of the Party cell; overcome network congestion when using the Electronic Party Member Handbook application.
Promptly review, summarize, appraise, and propose to the Secretariat to consider awarding Party Badges with 80 years of Party membership or more in the 2nd batch of September 2026; send to the Central Organization Committee before August 10, 2026.
Promote the construction and upgrading of infrastructure and equipment to serve digital transformation at the grassroots level.
Conclusion No. 78-KL/TW clearly states that the effective date of Regulation No. 05-QD-TW, dated August 28, 2018 of the Secretariat on admitting people violating population and family planning policies to the Party ends. The standing committees of provincial party committees, city party committees, and party committees directly under the Central Government shall base on the conclusions of the Secretariat to implement the consideration and admission of party members for people violating population and family planning policies according to current Party regulations.
The conclusion also assigned the Central Organization Committee to preside over and coordinate with relevant agencies to review and study proposals to amend and supplement the Central document system on functions, tasks, working relationships and working regulations of all types of Party organizations to ensure synchronization, unity, clarity of work, and clarity of authority; promote the effective leadership and direction role of Party committees and Party organizations at the grassroots level, in accordance with the Party's organizational model in the new period according to the Regulations on the implementation of the Party Charter, Guidance on the implementation of the Party Charter and resolutions, conclusions, and regulations of the 3rd Conference of the 14th Central Committee of the Party.
Advising and proposing the Secretariat to decide to award badges from 80 years of Party membership or more in the 2nd batch of September 2026.
