On September 13, the Office of Lang Son Provincial People's Committee said that it had issued a document related to the investment plan for a rest stop on the Huu Nghi - Chi Lang border gate expressway in BOT form.
The Provincial Construction Investment Project Management Board is requested to urgently work with the Departments of Construction, Finance, investors, project enterprises and relevant agencies.
Based on legal regulations, project documents and work results, this unit is responsible for reviewing and analyzing each plan; clearly identifying the contents that investors and project enterprises need to supplement and complete.
The option chosen along with the implementation roadmap must ensure compliance with regulations, feasibility, efficiency and synchronization with the goal of completing the expressway in 2026.
The Provincial Construction Investment Project Management Board must report and propose to the Provincial People's Committee before September 25, and at the same time be responsible for the quality and progress of task implementation.
Investors and project businesses are requested to soon agree on the plan and complete the dossier as required no later than September 15, to avoid affecting the construction progress of the rest stop.
Departments of Construction, Finance and relevant agencies are assigned to proactively coordinate and promptly contribute opinions on contents under their functions and tasks.
As a section of the North-South expressway axis in the East, the Huu Nghi - Chi Lang route is 60 km long, passing through 7 communes and wards of Lang Son province, with a total investment of 11,029 billion VND.
When completed, the road will synchronously connect with the Bac Giang - Lang Son expressway, contributing to completing the expressway corridor from Hanoi to Huu Nghi international border gate.
The project is expected to promote trade, logistics, tourism and attract investment; and at the same time improve travel conditions, expand access to jobs, education, healthcare and create more livelihoods for people. This is also a driving force for socio-economic development of Lang Son and the Northeast region.
