Lang Son seeks investor for high-tech waste treatment plant worth nearly 156 billion VND

Lang Son - High-tech waste treatment plant with a total estimated capital of nearly 156 billion VND, built on a 10-hectare land plot in Tuan Son commune.

Lang Son Provincial People's Committee has just approved information about a project using land for a high-tech waste treatment plant in the old Huu Lung district, as a basis for organizing bidding to select investors.

The project is implemented in Thi Hoa village, Tuan Son commune, with an area of about 100,000 m2. The total estimated investment capital is 155.9 billion VND, of which compensation and site clearance costs are about 5.9 billion VND.

The plant uses mixed waste treatment technology, including sorting, treatment, recycling and burning, with a capacity of 300 tons per day and night. Of which, domestic waste accounts for 150 tons, conventional industrial waste 100 tons and hazardous waste 50 tons.

The goal of the project is to improve the capacity to treat solid waste and wastewater; recycle and reuse waste and build a circular economy model. The works must ensure a safe environmental sanitation distance from residential areas, adjacent works and water sources.

According to the expected land use structure, 38,000 m2 is reserved for construction works, 20,000 m2 for planting green trees, and 42,000 m2 for internal traffic and technical infrastructure.

The land area currently has about 0.14 ha of rice land, 0.12 ha of perennial crop land, 0.44 ha of traffic land, 0.08 ha of other annual crop land. The remaining part includes rural residential land, aquaculture and other types of land.

The project has a operating term of 50 years, calculated from the time the investor is leased land by the State. Within 48 months from the date of the land allocation decision, the investor must complete legal procedures, site clearance, construction, equipment installation, trial operation and put the entire factory into operation.

The Lang Son Department of Construction is assigned to be the bidding inviter. The investor selection is expected to start from the third quarter of 2026, in the form of open bidding, one-stage, one-envelope method.
