The regulation is issued to concretize the regulations of the Central Government, strengthen the prevention, detection and handling of acts of corruption and negativity in cadre work; contributing to building a contingent of cadres to meet the requirements of tasks in the new situation.
According to regulations, the scope of regulation includes contents on acts of corruption and negativity in personnel work; responsibility for controlling power; work on preventing and combating corruption and negativity and handling violations against related organizations and individuals.
The subjects of application are organizations and individuals with authority, responsibility and related to personnel work in the political system of Lao Cai province.
The regulation clearly states many prohibited acts such as taking advantage of positions and powers to interfere in personnel work; covering up violations; making untrue comments and evaluations of officials; disclosing information and documents of officials contrary to regulations.
Notably, the acts of "running for positions, running for power" are also clearly pointed out such as brokering, giving and receiving bribes; giving gifts, material or non-material benefits to be arranged for positions and benefits; taking advantage of close relationships to influence competent people.
In addition, strictly prohibit negative acts such as meeting and contacting personnel against regulations; forging and falsifying official records; untruthfully declaring personal history; spreading false information on social networks or mass media that affects official work.

The Standing Committee of the Provincial Party Committee requests Party committees at all levels, Party organizations, leadership collectives, heads and advisory agencies to strictly implement the principle of democratic centralism, ensuring objectivity, publicity, and transparency in each stage of cadre work.
The regulation also clearly states that it is not allowed to arrange for people with family relationships to hold certain related positions in the same locality, agency, or unit to prevent conflicts of interest and limit negativity.
For cases of violations, collectives and individuals will be considered for handling according to the Party's regulations and State laws. Depending on the severity of the violation, they may be reprimanded, warned, dismissed from their positions or expelled from the Party; and at the same time, consider assigning them to other jobs or terminating labor contracts according to regulations.
