Due to the impact of prolonged rains, by July 20, at Km3+00 on National Highway 4E, the section passing through Lung Phinh commune (Lao Cai province), the roadbed and surface continued to subside and sink seriously, not ensuring safety for people and vehicles traveling.
To ensure traffic safety and serve the construction of temporary roads, the Lao Cai Provincial Department of Construction has adjusted and supplemented the plan for traffic diversion and temporary traffic organization in this area.
Accordingly, from 7 pm on July 20 until a new notice is issued, all types of vehicles and pedestrians are temporarily prohibited from traveling through Km3+00 position on National Highway 4E.
During the road ban, vehicles are diverted in 3 directions.
The first route is for cars carrying people from 7 seats or less circulating in one direction in the direction of Bac Ha - Lung Phinh, following National Highway 4E to Km3+400, turning into the commune road and then joining National Highway 4E at Km1+200 before reaching Lung Phinh intersection. Motorbikes, bicycles and rudimentary vehicles are allowed to circulate in both directions on this route.
The second route is for 2-axle trucks, passenger cars from 16 seats or less, motorbikes and rudimentary vehicles in the direction of Bac Ha - Ban Pho - Ta Van Chu - Lung Phinh and vice versa. Trucks from 3 axes or more and passenger cars over 16 seats are not allowed to circulate on this route.
The third route is for trucks with 3 or more axes, passenger cars with more than 16 seats and other vehicles traveling along National Highway 4D, National Highway 4 in the direction of Ban Lau - Muong Khuong - Pha Long - Si Ma Cai - Lung Phinh and vice versa according to the current traffic organization.
The Department of Construction requests people and transport units to proactively choose appropriate routes, comply with the instructions of functional forces and the sign system to ensure safety during traffic diversion.
Previously, Lao Dong Newspaper reflected the subsidence situation at Km3+00 National Highway 4E, the section passing through Lung Phinh commune, posing a potential risk of traffic unsafety.
After consecutive rains, this area continued to subside more seriously, forcing functional agencies to temporarily ban all vehicles and pedestrians from circulating from 7 pm on July 20, and at the same time organize traffic diversion to ensure safety and serve the construction of the temporary road.
