On August 4, Lao Cai Provincial People's Committee informed that the unit had just issued a document directing departments, branches, investors and People's Committees of communes and wards to implement tasks to improve the efficiency of disbursement of public investment capital.
At the same time, prepare conditions to implement the disbursement scoring mechanism according to Decision No. 1129/QD-TTg of the Prime Minister.

According to the plan of the Ministry of Finance, the public investment disbursement result scoring system will be tested in the reporting periods of July, August and September 2026 before officially being applied from October 2026.
The evaluation results will be reported to the Government, the Prime Minister and publicized on electronic information portals, creating a basis for improving the transparency and responsibility of ministries, branches, and localities in managing and using public investment capital.

To ensure that the scoring reflects reality, the Lao Cai Provincial People's Committee assigned the Department of Finance to be the focal point for updating, confirming and completing data on the National Financial Database System according to the guidance of the Ministry of Finance.
At the same time, this agency is responsible for coordinating with the State Treasury of Region IX to review and compare disbursement data; urge investors to provide complete information, promptly advise the Provincial People's Committee to remove arising difficulties and develop a set of evaluation criteria for agencies, units, and localities in the province.

For investors, the Provincial People's Committee requests to clearly assign responsibilities for each project, develop detailed disbursement plans weekly and monthly.
Units must accelerate the progress of completing investment procedures, contractor selection, acceptance and payment of completed volumes; proactively review and propose capital transfer from slow-disbursing projects to projects with better implementation capacity.
In parallel with that, data comparison with the State Treasury must be carried out regularly before being updated to the system to ensure accuracy.

Investors are also required to develop plans to respond to storms and natural disasters to limit the impact on construction progress, especially for key projects being implemented in the area.
For localities, Lao Cai Provincial People's Committee requests to focus on removing obstacles in compensation and site clearance - one of the main reasons for slowing down the progress of many projects.
Local authorities need to mobilize the entire political system to participate in propaganda and mobilize people to agree with the projects; and at the same time promptly resolve arising recommendations and arrange capable officials in charge of public investment and site clearance.
