Lao Cai promulgates new regulations on leadership and management appointment standards

Lao Cai - New regulations of the Provincial People's Committee supplement many contents on standards and conditions for appointing leadership and management positions.

On August 1st, information from the People's Committee of Lao Cai province, the unit has just issued Decision No. 55 attached to the Regulation on standards for leadership and management titles in administrative agencies and public non-business units in the province.

According to regulations, the subjects of application are cadres, civil servants, public employees leading and managing at administrative agencies, public non-business units, financial funds under the Provincial People's Committee and agencies and units under the commune-level People's Committee, excluding titles under the management of the Standing Committee and the Provincial Party Committee Standing Committee.

The criteria include political bravery; moral qualities, lifestyle and organizational discipline; capacity, prestige, ability to gather and unite; task performance results; professional qualifications, political theory, state management; foreign language and informatics proficiency; health, age and work experience.

Notably, regulations supplementing some special cases when appointing.

Accordingly, people who are transferred or rotated from other agencies and units are not required to meet the standards of having held direct subordinate leadership and management positions.

For cases of appointment under the policy of attracting and valuing talents and experts, the person being appointed may not fully meet the title standards but must complete the missing standards within 36 months from the date of appointment.

People who are appointed for the first time to leadership and management positions are also not required to fully meet the standards for leadership and management achievements and the condition of having studied leadership and management positions at lower levels.

In addition, cadres from the armed forces, public non-business units or state-owned enterprises when appointed are not required to have a certificate of training in state management knowledge and skills or a professional title certificate.

However, these cases must fully supplement the missing certificates within 12 months from the date of the appointment decision.

In addition to general standards, the regulation also specifies standards for each group of leadership and management titles in administrative agencies and public non-business units.

The titles include Head of Sub-Department and equivalent; Head of Department, Deputy Head of Department under departments and branches; leaders of the Provincial Public Administration Service Center; Provincial Citizen Reception Board; New Rural Coordination Office; leaders of professional departments under commune-level People's Committees and many other titles.
