On June 8, information from the People's Committee of Lao Cai province said that the locality is urgently implementing the arrangement and reorganization of villages and residential groups to streamline the apparatus at the grassroots level, improve the operational efficiency of the political system and effectively use budget resources.
According to the preliminary plan, the whole province currently has 2,906 villages and residential groups. After arrangement, it is expected to have 1,632 units, including 1,399 villages and 233 residential groups. Thus, the whole province will reduce 1,274 villages and residential groups, equivalent to 43.84% of the existing units.
To date, 100% of communes and wards in the province have completed and sent the second arrangement plan to the Department of Home Affairs for summarization. Among the units after arrangement, there are still 165 villages and residential groups that have not ensured the scale of households according to regulations due to the specific characteristics of the area and population.

According to calculations, after arrangement, the whole province is expected to reduce 3,822 non-specialized workers in villages and residential groups and about 12,740 people participating in other activities at the grassroots level. The operating budget of villages and residential groups is expected to decrease by about 315 billion VND per year.
Along with arranging villages and residential groups, Lao Cai province is implementing plans to arrange, use and resolve regimes for non-specialized commune-level workers.
It is expected that in June 2026, the overall plan will be submitted to competent authorities for consideration and promulgation to implement the next steps.
