On August 22, Lao Cai Provincial People's Committee issued an official dispatch requesting departments, agencies, branches, and localities to implement measures to respond to tropical depressions and floods with a spirit of urgency, decisiveness, and efficiency.
According to the National Center for Hydro-Meteorological Forecasting, the tropical depression is in the area north of the Gulf of Tonkin, with the strongest wind at level 7, gusting at level 9. This system is forecast to move mainly in the North direction at a speed of about 5km/h and is likely to strengthen into a storm.
Faced with the risk of prolonged heavy rain, the Chairman of Lao Cai Provincial People's Committee requested the heads of departments, agencies, branches, members of the Provincial Civil Defense Command and chairmen of the People's Committees of communes and wards to closely monitor weather developments and deploy response plans according to the motto of being proactive early and remote.

Localities must immediately review households living in areas at high risk of flash floods, landslides, flooding, thunderstorms, and hail; prepare plans to move people and property out of dangerous areas.
In particular, local authorities are required to resolutely evacuate people from places that have been warned of danger, not to let people stay when there is a risk of unsafety. In the evacuation process, priority must be given to the elderly, children, pregnant women, people with disabilities, sick people and vulnerable groups.
Forces, vehicles, equipment and necessities need to be prepared according to the "4 on-the-spot" motto, ready to handle situations as soon as they occur.
For reservoirs, localities must proactively inspect the safety of works and downstream areas, arrange standing forces to operate, regulate and handle arising situations.

In addition, local authorities must arrange forces to be on duty, guard, and guide traffic; not to let vehicles and people pass through dangerous areas when safety is not ensured.
Recommend people not to collect firewood, wade through rivers and streams or fish in floods; do not sleep on hills and fields during rainy and flood days to prevent the risk of landslides suddenly.
Lao Cai Provincial People's Committee also requested localities to proactively develop rescue plans immediately after floods occur. Shock forces, militia, police, unions and people are mobilized to participate in rescue and relief, clear mud, environmental sanitation and support the repair of damaged houses.
For households that must be evacuated or separated, the locality must arrange temporary accommodation, food, drinking water, medicine and essential necessities, not allowing people to be hungry, lack domestic water or have no safe housing.
