Lao Cai establishes a mechanism to regulate donation funds between relics

Lao Cai - The province has just issued new regulations on the management, allocation and use of donation money, contributing to ensuring publicity and transparency.

On August 2nd, information from the People's Committee of Lao Cai province, the province has just issued regulations on the management, allocation and use of donations and sponsorships for relics managed by public non-business units and concurrently managed by the Relic Management Board in the province.

According to regulations, the management of donations and sponsorships applies to the received amounts, except for those with specific purposes and addresses.

Unregulated contents will be implemented according to Circular No. 04 and relevant legal regulations.

For relics managed by public non-business units, donation and sponsorship funds are allocated to perform 4 groups of tasks.

In which, the tasks include: creating sources for repairing and restoring other relics in the province (not applicable to relics with revenues below 1 billion VND per year); expenses for organizing festivals presided over by state agencies; regular operating expenses of units and performing specific tasks of relics.

Relics managed concurrently by the Relic Management Board are also allocated according to the same principle, but applying appropriate rates for each collection level.

The new regulation determines the closing time for payment and finalization of donation and sponsorship funds to be December 31st every year.

No later than January 15 of the following year, relic management units must transfer the deducted funds for restoring and restoring other relics to the separate account of the Department of Culture, Sports and Tourism opened at the State Treasury.

To effectively use donations, before March 31 every year, the People's Committees of communes and wards must review and compile a list of relics that need to be repaired and restored and send it to the Department of Culture, Sports and Tourism for synthesis.

The selection of priority relics will be based on historical and cultural values, the level of degradation, the ability to promote value, develop tourism and prioritize relics in ethnic minority and mountainous areas that are particularly difficult.

The regulation also clearly states the maximum support level from donations and sponsorships to repair and restore relics, including: no more than 1.5 billion VND for special national relics; 1 billion VND for national relics; 800 million VND for provincial-level relics and 500 million VND for relics in the inventory list approved by the Chairman of the Provincial People's Committee.

For cases where relics are seriously damaged due to natural disasters, fires or urgent requirements arising, the Lao Cai Provincial People's Committee will consider and decide on a higher level of support based on the proposed dossier and the ability to balance funding sources.

In addition, relic management units must fully implement accounting regimes, settlement and finalization, publicize the receipt, management and use of donations and sponsorships; periodically report to state management agencies according to regulations.

The Department of Culture, Sports and Tourism shall preside over and coordinate with relevant agencies to inspect and supervise to ensure transparent and regulated management of donation sources.
