On August 18, information from the People's Committee of Lao Cai province, the province has just issued Decision No. 65 on assigning and decentralizing the management of parks, green trees, and water surfaces in the area.
According to the decision, the Department of Construction is the focal agency to advise the Provincial People's Committee, and at the same time guide, inspect and summarize the implementation situation.
This unit also presides over the construction and updating of a digital database on parks, green trees, and water surfaces.

The Department of Agriculture and Environment is assigned to advise on water surfaces and surface water in urban areas and rural residential areas; coordinate in protecting endangered, precious and rare plants.
The Department of Culture, Sports and Tourism participates in protecting green trees and water surfaces at relics and scenic spots that have been recognized and ranked.
The Provincial Economic Zone Management Board and the Provincial Industrial Zones Management Board shall maintain and protect works within the assigned scope; and at the same time issue permits to cut down and move green trees according to their authority.
At the commune level, local authorities are responsible for protecting and maintaining parks, green tree systems and water surfaces assigned by the State or under their responsibility.
Localities must also update data, implement reporting regimes and mobilize people to participate in landscape protection.

For publicly used green trees, commune-level People's Committees are licensed to cut down and move within their responsibilities, except for cases under the authority of the Provincial Economic Zone Management Board and the Provincial Industrial Zones Management Board.
For parks, green areas, and water surfaces located in areas from two or more commune-level administrative units or with special characteristics, the Provincial People's Committee will decide to assign an agency, unit or locality to act as the focal point. Relevant parties are responsible for coordinating implementation.
A noteworthy content is the requirement to build a digital database.
The units assigned to be in charge must update and provide information within their management scope and send reports to the Department of Construction before December 1 every year or when requested.
The Department of Construction will summarize and report to the Provincial People's Committee and the Ministry of Construction before December 15.
