According to the decision, the Lao Cai Department of Industry and Trade is the agency receiving dossiers requesting the issuance, re-issuance, and adjustment of Certificates of eligibility for producing explosive precursors for organizations and businesses operating in the area.
The Department of Industry and Trade is responsible for receiving and resolving dossiers in accordance with the order, procedures, dossier components and deadlines specified in the Law on Management and Use of Weapons, Explosives and Supporting Tools in 2024 (amended and supplemented in 2025), Decree No. 181/2024/ND-CP of the Government and relevant legal regulations.
At the same time, this agency presides over and coordinates with the Provincial Police and related units to organize dossier appraisal, submit to competent authorities for consideration and issuance of certificates according to regulations.
According to the decision, Lao Cai Provincial Police are responsible for coordinating with the Department of Industry and Trade in appraising security, order and fire prevention and fighting conditions for organizations and businesses applying for certificates.
Departments, agencies, and related sectors, based on their assigned functions and tasks, will coordinate with the Department of Industry and Trade in appraising dossiers and managing the production of explosive precursors in the area.
In addition, the People's Committees of communes and wards where there are precursor production facilities for explosives are responsible for coordinating management and supervision of production activities; promptly reporting to functional agencies when detecting violations.
The decision takes effect from July 1, 2026. In case the legal documents cited in the decision are amended, supplemented or replaced, they shall be implemented according to the new current regulations.
According to Clause 10, Article 3 of the Law on Management and Use of Weapons, Explosives and Supporting Tools 2017, explosive precursors are defined as dangerous chemicals, directly used to produce explosives.
