The Ministry of Finance is seeking opinions on the draft Decree stipulating standards and norms for the use of public cars.
In which, it is noteworthy the proposal for a mechanism to encourage equipping vehicles using environmentally friendly fuels such as electric vehicles, electric hybrid vehicles and vehicles using completely clean fuels and renewable energy.
According to the Ministry of Finance, through assessing the implementation of Decree No. 72 and the amended and supplemented regulations in Decree No. 153, one of the current limitations is that there is no mechanism to encourage the equipping of vehicles using environmentally friendly fuels.
This does not meet the requirements of implementing the policy of environmental protection as well as the goal of promoting the National Strategy on Green Growth for the period 2021 - 2030, with a vision to 2050.
To overcome the above limitations, the draft Decree has supplemented regulations on the principle of determining the purchase price of public cars in the direction of creating conditions for equipping environmentally friendly vehicles.
For vehicles using environmentally friendly fuels including electric vehicles, electric hybrid vehicles, vehicles using completely clean fuel or renewable energy, the permitted purchase price is higher than ordinary vehicles.
According to the proposal, the purchase price of these types of vehicles does not exceed 120% of the price of cars serving positions or cars serving general work of the same type and number of seats as prescribed in the Decree.
According to the drafting agency, the addition of regulations allowing higher prices for electric vehicles, electric hybrid vehicles and vehicles using clean fuel aims to create motivation to promote the transition to environmentally friendly vehicles in the public sector.
This is a solution to implement the policy of environmental protection, promoting the National Strategy on Green Growth for the period 2021 - 2030, with a vision to 2050.
