Lao Cai - Removing land obstacles will help the Noi Bai - Lao Cai expressway soon be expanded to 4 lanes.

The People's Committee of Lao Cai province has just decided to establish a Steering Committee to guide and remove difficulties and obstacles in site clearance (GPMB) for the project to build and expand the Yen Bai - Lao Cai section of the Noi Bai - Lao Cai Expressway.

The Steering Committee is headed by Mr. Nguyen Thanh Sinh - Vice Chairman of Lao Cai Provincial People's Committee. The Deputy Head of the Committee is the leader of the Department of Agriculture and Environment.

Members include leaders of the Departments: Construction, Finance, Construction Investment Project Management Board No. 1; and Chairmen of the People's Committees of communes and wards: Au Lau, Quy Mong, Xuan Ai, Mau A, Tan Hop, Dong Cuong, Chau Que, Bao Ha, Bao Thang, Gia Phu, Cam Duong.

According to the decision, the Head of the Steering Committee is responsible to the Provincial People's Committee for the leadership and direction of the site clearance work for the Yen Bai - Lao Cai expansion project (the section passing through Lao Cai province).

The head of the Committee will directly lead and direct the general activities of the Committee; convene, chair and conclude periodic or ad hoc meetings; at the same time, decide on issues within the scope, functions, tasks, and powers of the Steering Committee and assign specific tasks to each member.

The members of the Steering Committee are responsible for organizing the development of plans and implementing tasks according to the assigned sectors, fields, agencies and units.

At the same time, conduct inspections and supervise the implementation process, promptly propose solutions to remove difficulties and obstacles arising in site clearance work.

The Steering Committee will also closely coordinate with the Northern Expressway Project Management Board (VEC), departments, branches, localities and related units to speed up progress, ensure site clearance according to plan, and create favorable conditions for the Yen Bai - Lao Cai section expansion project to be implemented soon, meeting the needs of transport infrastructure development in the area.

The Noi Bai - Lao Cai Expressway Project Phase 1 started construction on April 25, 2009, and opened to traffic on September 21, 2014. The total length of the route is 264 km, phase 1 is 245 km long; the total investment is 1.464 billion USD.

The route passes through Hanoi city; Vinh Phuc province, Phu Tho province (now merged as Phu Tho province); Yen Bai province, Lao Cai province (now merged as Lao Cai province).

The project to expand the Yen Bai - Lao Cai section of the Noi Bai - Lao Cai expressway from 2 to 4 lanes has a total length of about 121.33 km.

Starting point at Km 123+080 (IC13) in Yen Bai province (after the merger, Lao Cai province); ending point at Km 244+155 (IC18) in Lao Cai province.

The total estimated investment of the project is about VND 7,668 billion; of which the State budget is VND 3,055 billion and VEC mobilized VND 4,613 billion.

The project implementation period is 2025 - 2027, starting in 2025 and basically completing in 2026.
