On September 19, heavy rain lasting for many hours in Vinh area, Nghe An province caused many roads to be deeply flooded, affecting traffic and people's lives.

Faced with the complicated developments of the weather, Thanh Vinh ward has proactively deployed response plans, mobilized forces and vehicles according to the "4 on-the-spot" motto, focusing on supporting people in areas at risk of deep flooding.

The Ward Military Command organizes on-duty forces, ready to mobilize to flooded points to support people to move people, property and belongings to safe places when necessary.

Along with that, militia forces, urban order forces and grassroots forces are mobilized to inspect areas at risk of flooding; clear sewers, water inlets, and handle blocked flow locations to increase drainage capacity.

On September 19, heavy rain caused flooding on many roads in the central area of Vinh. Many flooded spots appeared on Truong Chinh, Phan Boi Chau, Nguyen Van Cu, Hong Bang, Phong Dinh Cang, Doc Thiet, Nguyen Thi Minh Khai and Vinh - Cua Lo Avenue.

At some low-lying locations, the water rose more than half a meter, and in some places it was deeply flooded, making it impossible for vehicles to travel. Many motorcyclists had to get out to walk or turn around to find another direction.

Some cars stalled while moving through the deep flooded area, requiring rescue support. In the Vinh Citadel moat area, the water level rose, while water from surrounding streets continued to pour in.

In areas with high water levels, functional forces organize warnings, guidance and traffic diversion, limiting people from entering dangerous locations.
