Continuing the working program on November 27, with the majority of delegates voting in favor, the Hanoi People's Council approved the submission to issue a Resolution to replace Resolution No. 61/2021/NQ-HDND dated September 23, 2021 of the Hanoi People's Council on ensuring the regime and policies for militia and self-defense forces in Hanoi.
According to the submission, this Resolution stipulates in detail the monthly allowance for Village (group) captains; the daily labor allowance for militia in Hanoi.
Explaining the monthly allowance for Village (Cluster) team leaders at VND 2,340,000 (equivalent to 1.0 times the basic salary), the submission clearly stated that at Point c, Clause 2, Article 1, Decree No. 16/2025/ND-CP dated February 4, 2025 of the Government clearly states the monthly allowance for Village team leaders submitted by the Provincial People's Committee to the People's Council of the same level for decision but not lower than VND 1,170,000.
The village team leader (team) is the person directly participating in activities in the village or neighborhood to carry out the specific tasks of the DQTV in particular and the armed forces in general.
Currently, the Head of the Security and Order Protection Team at the grassroots level is receiving an allowance of VND 2,820,000/person/month (equivalent to 1.2 times the basic salary); Deputy Head of the Team is receiving an allowance of VND 2,720,000/person/month (equivalent to 1.16 times the basic salary); Team members are receiving an allowance of VND 2,520,000/person/month (equivalent to 1.10 times the basic salary).
The allowance for the Village Team Leader is 2,340,000 VND/person/month (equivalent to 1.0 times the basic salary) to narrow the gap between the allowance of the Village Team Leader (cs) and the force participating in protecting security and order at the grassroots level, creating conditions for the Village Team Leader to work with peace of mind and complete assigned tasks well.
For militia, when mobilized, mobilized to perform tasks or perform tasks according to a plan approved by a competent authority, they are entitled to a working day allowance of VND 435,000/person/day; in case the term of performing the obligation to participate in the workforce is extended according to the decision of the competent authority, the additional allowance is equal to 50% of the current working day allowance;
In case the militia perform the task of fighting terrorism, releasing hostages, suppressing crimes, dispersing protests and riots; preventing dangerous epidemics in areas at high risk of infection; saving collapse, rescuing, fighting fire, and overcoming natural disasters in areas at risk of life according to the decision of the Commander of local military agencies at the commune level or higher, the labor day allowance will increase by 50% of the current labor day allowance
According to the submission, at Point a, Clause 4, Article 1, Decree No. 16/2025/ND-CP dated February 4, 2025 of the Government clearly states the level of labor day allowance to be decided by the Provincial People's Committee and submitted to the People's Council of the same level but not lower than VND 327,600 (equivalent to 0.14 times the basic salary).
This income is lower than the income of local workers, the average income of workers in the city is currently at 450,000 to 500,000 VND/day.
Recently, when localities mobilized militia to participate in the parade, commemorating the 80th anniversary of the August Revolution and National Day on September 2; competitions, sports festivals, drills... have directed localities to pay day allowances to militia at the rate of VND500,000/person/day (equivalent to 0.21 times the basic salary).
After referring to some provinces and cities such as Quang Ninh, Ho Chi Minh City is also submitting to the People's Council for decision on a subsidy for militia at the rate of 468,000 VND/person/day.
"The cost of ensuring payment of working days for the city's militia and monthly allowances for the Village (group) team leader according to the new draft Resolution of the City People's Council is about 763 billion VND per year, a difference of about 228 billion VND compared to the minimum level of Decree No. 16/2025/ND-CP dated February 4, 2025 of the Government" - the submission stated.
