On June 30, 2024, the Government issued Decree No. 75/2024/ND-CP adjusting pensions, social insurance allowances and monthly allowances (hereinafter abbreviated as Decree No. 75/2024/ND-CP).
On May 22, 2025, the Ministry of Home Affairs sent an official letter to the Ministry of Finance, which included a request to summarize the implementation of Decree No. 75/2024/ND-CP.
According to the report, after the Decree was issued, ministries and sectors, according to their assigned functions and tasks, developed and issued guiding documents, and the social insurance agency made adjustments in July 2024 to promptly pay pensions, social insurance allowances and monthly allowances.
According to a report by the social insurance agency, the number of people receiving pensions, social insurance allowances and monthly allowances that have been adjusted is more than 3.12 million people, the additional budget (06 months of 2024) to implement the adjustment is 16,786 billion VND.
In which, the state budget source ensures an additional increase of 3,597 billion VND.
The social insurance fund guarantees an additional increase of 13,189 billion VND.
Functional agencies assess that with the implementation of adjusting pensions, social insurance allowances and monthly allowances at a fairly high level (15%), it has helped improve the level of pensions, social insurance allowances and monthly allowances.
This has contributed to stabilizing and improving the lives of people receiving pensions, social insurance allowances and monthly allowances.
The implementation of additional adjustments for retirees before 1995 has helped narrow the pension gap with retirees after 1995.
However, the adjustment of pensions, social insurance allowances, and monthly allowances according to Decree No. 75/2024/ND-CP still reveals some inadequacies and limitations.
The Decree has not institutionalized the Party's viewpoint on: "changing the way pensions are adjusted in a sharing direction".
The adjustment to increase according to the relative increase further increases the pension gap between those who are receiving pensions, social insurance allowances and monthly allowances.
Based on the report, the Ministry of Home Affairs proposes to change the method of adjusting pensions in the direction of applying both the increase in relative terms (percentage) and absolute terms (specific amounts) to overcome the above inadequacies.
