On November 13, 2025, the National Assembly passed Resolution 245/2025/QH15 on the state budget estimate for 2026. In particular, Article 3 of the Resolution refers to the adjustment of pensions, social insurance benefits, and monthly allowances as follows:
Allowing the expansion of the scope of using the central budget's accumulated salary reform funds to adjust pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and streamline the payroll; allowing the use of salary reform funds of local budgets to implement social security policies issued by the Central Government and streamline the payroll.
Next, Resolution 246/2025/QH15 on central budget allocation in 2026 of the National Assembly also mentioned the allocation of resources to implement adjustments to salaries, pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and a number of social policies according to the plan decided by competent authorities.
Thus, in 2026, pensions, social insurance benefits, and monthly allowances may be increased from the central budget's salary reform accumulation.
On what basis are pensions adjusted?
According to Article 67 of the Law on Social Insurance 2024, pensions are adjusted based on the increase in the consumer price index in accordance with the capacity of the state budget and the social insurance fund.
Adjust the pension increase appropriately for those with low pensions and those who retired before 1995 to ensure narrowing the pension gap between retirees in different periods.
Previously, the most recent pension increase was from July 1, 2024 according to Decree 75/2024/ND-CP:
- From July 1, 2024, an additional 15% increase will be made to the pension, social insurance allowance and monthly allowance of June 2024 for the subjects specified in Clause 1, Article 1 of Decree 75/2024.
- From July 1, 2024, people who are receiving pensions, social insurance benefits, and monthly allowances as prescribed in Clause 2, Article 1 of Decree 75/2024, after adjustment as prescribed in Clause 1, Article 75/2024, with a lower benefit level of VND 3,500,000/month, will be adjusted to increase as follows: Increase by VND 300,000/person/month for those with a benefit level below VND 3,200,000/person/month; increase by VND 3,500,000/person/month for those with a benefit level from VND 3,200,000/person/month to less than VND 3,500,000/person/month.
- The pension, social insurance allowance, and monthly allowance after adjustment as prescribed in this Article shall be the basis for calculating pension, social insurance allowance, and monthly allowance adjustments in subsequent adjustments.
Currently, there is no official information on the possibility of increasing pensions in 2026 for all beneficiaries, but there will be major changes according to the Law on Social Insurance 2024, effective from July 1, 2025, adjusting the way pensions are calculated and increasing the retirement age, combined with policies to increase regional minimum wages from January 1, 2026, leading to specific benefits depending on the year of social insurance payment and the time of retirement.
