Extension of the validity period of the Journalist Card for the 2021-2025 term

The Minister of Culture, Sports and Tourism signed Decision No. 4794/QD-BVHTTDL dated December 19, 2025 on extending the validity of the Journalist Card for the 2021-2025 term.

According to the Decision, the validity of the Journalist Card for the 2021-2025 term is extended until March 31, 2026.

The decision was issued on the basis of the 2016 Press Law; Decree No. 43/2025/ND-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism; Circular No. 31/2021/TT-BTTTT dated December 31, 2021 of the Ministry of Information and Communications detailing and guiding the dossier and procedures for granting, exchanging, re-issuing and revoking Journalists' Cards, at the request of the Director of the Press Department.

The Chief of the Ministry's Office, Directors of the Departments: Press; Radio, Television and Electronic Information; Directors of the Departments of Culture, Sports and Tourism; Culture and Sports of provinces and centrally run cities; Heads of governing agencies, heads of press agencies and those granted Journalists' Cards for the 2021-2025 term are responsible for implementing this Decision.

Previously, on December 10, the National Assembly passed the revised Press Law. The new law was passed with 4 chapters and 51 articles and will take effect from July 1, 2026.

Accordingly, the Law stipulates that in cases of initial issuance of a journalist card, there must be a continuous working time at the press agency requesting the issuance of a card for 2 years or more up to the time of issuance of the card and have passed the training course for journalism and professional ethics.

For leaders of press agencies that have been appointed by the Ministry of Culture, Sports and Tourism with a document agreeing to not apply this condition.

Regarding subjects granted a journalist card, the law excludes the case of people working at scientific magazine agencies.
