Quang Ninh Provincial People's Committee is submitting to the Provincial People's Council for consideration and approval of a resolution in which the Management Board of Ha Long Bay - Yen Tu World Heritage Site requests to retain 26% from the revenue from selling entrance tickets to Ha Long Bay.
According to the Ha Long Bay - Yen Tu World Heritage Management Board, some years Ha Long Bay brought in more than 1,000 billion VND, but the Ha Long Bay Management Board was previously only allowed to retain 11% for regular expenses, paying salaries to more than 350 people and performing professional tasks, including: repairing and maintaining facilities assigned to manage.
Over the years, many items and works have been damaged but there is no funding to repair them; the port and wharf channel has been silted up but not dredged, affecting safety assurance and serving tourists.
Now, the Ha Long Bay Management Board merges with the Bai Tu Long National Park Management Board, the Provincial Relic and Scenic Area Management Board, and the Ha Long Bay - Yen Tu World Heritage Management Board, with the number of officials, CNVCLĐ increasing to 507 people, with more tasks and a wider area.
In which, the Ha Long Bay - Yen Tu World Heritage Management Board is being assigned by Quang Ninh province to implement a number of key tasks in 2026, such as: Completing the investment and construction of the IOC Center to manage and operate activities in Ha Long Bay; promoting the value of Ha Long Bay, Bai Tu Long Bay, Yen Tu heritage on domestic and international media platforms; building and implementing projects to protect and exploit Ha Long Bay World Heritage Site; Project to elevate the value of heritage - World Natural Wonder Ha Long Bay; Project to preserve and promote the value of world cultural heritage of the Yen Tu Relic and Scenic Complex; management of the special-use forest to protect the landscape in Ha Long Bay; collection of coastal waste...

In addition to the above reasons, there is also the fact that the entrance fee to Yen Tu scenic spot will be stopped from 2026 - 2028 (this scenic spot collects an average of about 30 billion VND per year).
Therefore, the rate of deduction left for the Ha Long Bay - Yen Tu World Heritage Management Board from the Ha Long Bay entrance fee revenue if applied as before (11%) for the Ha Long Bay Management Board is not guaranteed to carry out assigned professional activities.
Ha Long Bay entrance ticket sales reached the highest level in 2019, with about 1,286 billion VND. In the years affected by the COVID-19 epidemic, revenue decreased sharply and only increased again from 2023, with more than 786 billion VND in 2023, more than 973 billion VND in 2024 and more than 1,014 billion VND in 2025.
Based on the Fee Collection Project of the Ha Long Bay - Yen Tu World Heritage Management Board and the appraisal opinion of the Department of Finance, the expected fee revenue in 2026 from entrance fees to Ha Long Bay scenic spots is more than 1,011 billion VND; total estimated expenditure in the year is more than 275 billion VND (of which self-funded expenditure is more than 106 billion VND).
The proposed rate of deduction is 26% to ensure operating funds for the unit.
