Accordingly, voters (especially those with meritorious service) in Thanh Hoa and other localities are concerned about the fact that on November 9, 2023, in Resolution No. 103/2023/QH15, the National Assembly set the task of "Urgently banning Implement and implement the Housing Support Program for People with Merit to the Revolution for the period 2021-2025".
However, up to now, there are still many problems and the above task has not been handled promptly and thoroughly. Therefore, voters in Thanh Hoa and many localities requested the Ministry of Construction to submit to the Prime Minister soon to issue a specific implementation program for localities to implement, contributing to stabilizing the lives of people with meritorious services. with revolution.
In addition, it is recommended that the Ministry of Construction soon issue specific instructions on the level of support and funds allocated to people with meritorious services to the revolution and relatives of martyrs who need housing support at this stage. period 2021-2025 according to Decree No. 131/2021/ND-CP, Official Dispatch No. 420/BXD-QLN dated February 15, 2022 of the Ministry of Construction on housing support for people with meritorious services to the revolution and martyrs' relatives in the period 2021-2025.
Regarding this issue, on August 12, 2024, the Ministry of Construction issued a document specifically responding to voters' petitions.
Accordingly, on December 30, 2021, the Government issued Decree No. 131/2021/ND-CP detailing and implementing measures for the Ordinance on Preferential treatment for people with meritorious services to the revolution.
Specifically, the Government assigned the Ministry of Construction to preside over and coordinate with relevant ministries, branches and agencies to develop and submit to the Prime Minister for promulgation support levels for new construction or renovation and repair of houses and housing rates. The ratio of allocation of capital support from the central budget and the proportion of reciprocal capital support from the local budget ensure compliance with the socio-economic conditions of the country.
Carrying out the tasks assigned by the Government, on December 19, 2022, the Ministry of Construction submitted to the Prime Minister a Decision stipulating the level of support and allocation rate of support capital from the central budget, the proportion of reciprocal capital support. from the local budget for the period 2022-2025 so that ministries, branches and localities have a basis for implementation in the coming period.
However, the promulgation of policies on the level of support for new construction or renovation and repair of houses and the ratio of allocation of capital support from the central budget and the proportion of reciprocal capital support from the local budget are met. Difficulties and obstacles due to different opinions of ministries and branches in arranging capital from the central budget for implementation (business capital or development investment capital). Therefore, on April 17, 2024, the Ministry of Construction issued document No. 1614/BXD-QLN reporting to the Prime Minister on capital sources to implement the policy.
On May 22, 2024, Deputy Prime Minister Tran Hong Ha held a meeting at the Government Office with relevant ministries and branches on housing support policies for people with meritorious services to the revolution and poor people in the region. rural areas and poor people in storm and flood areas.
Accordingly, the Government Office issued Notice No. 248/TB-VPCP dated May 29, 2024 on the conclusion of Deputy Prime Minister Tran Hong Ha's meeting (including instructions on housing support policy). for people who contributed to the revolution).
Implementing the direction of Deputy Prime Minister Tran Hong Ha, the Ministry of Construction has sent many documents to relevant agencies and units to coordinate and implement the contents in Conclusion Notice No. 248/TB-VPCP to synthesize and report to the Prime Minister.
Based on the opinions of ministries and localities, the Ministry of Construction has completed the draft Decision above and reported to the Prime Minister in document No. 4422/BXD-QLN dated August 5, 2024.
The Ministry of Construction will continue to carry out the necessary work after receiving direction from the Prime Minister so that the policy can be issued soon.
