Mr. D.P.L. (born in 1988, hometown in Tran Yen district, Yen Bai province; currently residing in An Duong district, Hai Phong city) reported the incident, at around 10:30 a.m. the same day, he and his family went to Bai Chay beach (area 5B, Bai Chay ward, Ha Long city) to travel and swim.
While Mr. L.'s family was drinking coffee at a coffee shop on the beach, the three young grandchildren in the family included: D.A.M. (born in 2012), D.M.C. (born in 2016 - son of Mr. L.) and D.V.H. (born in 2013 - the nephew calls Mr. L. uncle) went to the nearby area to swim in the sea. Mr. L. also followed and stood watching the children bathing about 15 meters away.
At around 10:45 a.m., Mr. L. discovered that H. was showing signs of weakness and drowning at a location about 2 meters from the water's edge. Mr. L. immediately jumped down to rescue and brought H. to shore. At the location where H. had the accident, the water level was about 1.8 meters deep.
Immediately after that, Mr. L. did not see D.M.C. where. When he asked M. and H., he learned that D.M.C. lost his foot and fell into deep water and was swept away. Mr. L. immediately shouted and went with the surrounding people to the sea to search but could not find them.
According to initial information, the children's swimming area has a warning sign "Dangerous area, no swimming".
Currently, the local government has mobilized functional forces, coordinated with the Provincial Military Command and Ha Long City to organize the search for D.M.C.
