In 2016, the People's Committee of Quang Ngai Province leased Thien Son Company Limited land in Nghia Thuan Commune, Tu Nghia District, with an area of over 48,000m² to implement a safe vegetable and fruit production project. The land lease period lasts until December 2065.
The project's goal is to produce leafy vegetables and fruit vegetables, with a capacity of 1 ton of vegetables and fruit per day, equivalent to about 300 tons per year. The total investment is 10 billion VND. Although the project is of such a large scale, according to the reporter's records, many plots of land are currently abandoned, overgrown with weeds. There is almost no safe vegetable and fruit production taking place, completely contrary to what the investor has committed. The sluggish implementation of the project, in a "head of an elephant, tail of a mouse" style, has made people extremely upset.

Mr. Tran Thanh Tinh, Chairman of the People's Committee of Nghia Thuan Commune, said that in 2024, the People's Committee of the Commune sent a document to the Department of Natural Resources and Environment regarding the request of Thien Son One Member Co., Ltd. to extend the land use schedule for the safe vegetable and fruit farm project in Nghia Thuan Commune.
According to Mr. Tinh, through inspections from 2019 to present, it has been shown that Thien Son One Member Co., Ltd. has not implemented the project in accordance with the regulations in the Decision of the People's Committee of Quang Ngai province. At the same time, the company has not cooperated to resolve the difficulties and obstacles they encountered, leading to the project being delayed and not on schedule according to the law.
Mr. Tinh also said that currently, local voters are very upset about Thien Son One Member Co., Ltd. not implementing the project, causing waste of land resources. People have repeatedly petitioned their superiors in meetings with voters at the People's Council meetings at the provincial, district and commune levels in recent years, requesting the withdrawal of the investment policy according to Decision No. 1942/QD-UBND dated October 20, 2016 of the People's Committee of Quang Ngai province. Therefore, the People's Committee of Nghia Thuan commune does not agree with the extension of Thien Son One Member Co., Ltd. according to Document No. 193/STNMT-QLDD dated January 11, 2024 of the Department of Natural Resources and Environment of Quang Ngai province.
According to the report of Tu Nghia District People's Committee, the progress of the above project is delayed, and also does not fulfill the main goal of growing safe vegetables and fruits.
According to the leader of Tu Nghia District People's Committee, people in Nam Phuoc village, Nghia Thuan commune expressed their indignation and petitioned through meetings with voters of the People's Council at all levels and dialogues between the District Party Secretary and local people, saying that the project was slow to implement, land was not used for the right purpose, abandoned and wasted cultivated land. Meanwhile, local people lacked land for production.
Therefore, Tu Nghia District People's Committee has requested the Provincial People's Committee to review and direct relevant departments and branches to inspect the project's activities, and at the same time advise the Provincial People's Committee to resolve this issue.
The Department of Planning and Investment of Quang Ngai province informed that Thien Son One Member Co., Ltd. was leased land by the Provincial People's Committee but has not yet put the land into use in accordance with the approved investment project. The company committed to the Department of Agriculture and Rural Development to complete the project by the end of 2022 at the latest, however, up to now the company has not implemented the contents as committed. Therefore, the Department of Planning and Investment found that Thien Son One Member Co., Ltd. did not ensure the ability to implement this project, and at the same time violated the provisions of the law on investment and land.
