Series of projects delayed in Bac Ninh
Bac Ninh province is focusing on investing in completing a synchronous and modern infrastructure system, striving to meet the criteria of a type I urban area by the end of 2025 and become a centrally-run city by the end of 2026.
However, in addition to projects that are on schedule, or even ahead of schedule, there are many projects in the province, both public and private investment, that are behind schedule, not only affecting the locality's major goals but also affecting the lives of many people. One example is the Sao Hong social housing project (Que Vo town), approved for investment by the Bac Ninh Provincial People's Committee in 2015, invested by Sao Hong Construction and Trading Investment Joint Stock Company.
According to the sales contract, the investor was expected to hand over the apartments to customers in the first quarter of 2021, but it has been 4 years with 11 delays, hundreds of customers who are workers and low-income people have not received their houses. Many workers are facing difficulties when more than half of the money to buy a house is borrowed, and they still have to pay monthly interest, while they still have to live in cramped and stuffy rented accommodation. It is known that the Department of Construction of Bac Ninh province has issued many documents urging the investor of the Sao Hong social housing project to complete and hand over to the people soon.
Or the Bac Ha International University project in Lim town (Tien Du district, Bac Ninh province) is still a vacant lot after nearly 20 years of land handover.
According to the Department of Natural Resources and Environment of Bac Ninh province, this project was allocated land since February 15, 2007, with a total area of over 15 hectares. This project had its land use period extended on January 11, 2018 and is subject to delay in putting the land into use.
Regarding the above project, a representative of the People's Committee of Lim town (Tien Du district) said that due to the slow implementation of the project, in the past 10 years when meeting with voters, people have requested that if the project is not implemented, it must be revoked.
Sharing the same opinion, a leader of the People's Committee of Lien Bao commune (Tien Du district) added that because the Bac Ha International University project was not implemented for a long time, it greatly affected the cultivation in the surrounding areas, due to rats and environmental pollution.
Not only private investment projects, but also dozens of public investment projects in Bac Ninh province are pending and must stop construction. A typical example is the Thien Thai Tourist Area project (Dong Cuu commune, Gia Binh district, Bac Ninh province). The project has a planned area of nearly 234,000m2, with a total initial investment of over 41 billion VND, invested by the Gia Binh District Construction Project Management Board.
The project was implemented from 2007 to 2009. During the implementation process, there were adjustments and additions. The People's Committee of Bac Ninh province allowed the construction period to be extended until the end of 2014, and the project must be completed and put into use.
From 2007 to 2021, the project has been invested with a capital of nearly 132 billion VND but until now it has not been completed. Some areas inside the project, overgrown with grass, are used by people as grazing grounds.

Urgent request for review and report
The Chairman of the People's Committee of Bac Ninh province has just requested the provincial departments, branches, sectors, People's Committees of districts, towns, cities, investors, and project management boards to urgently review, synthesize and report on investment projects with difficulties, problems, and long-term backlogs; conduct reviews to clearly identify the responsibilities of relevant collectives and individuals, synthesize the results and send them to the Department of Home Affairs and the Department of Planning and Investment on February 13, 2025.
Assign the Department of Planning and Investment of Bac Ninh province to synthesize investment projects with difficulties, obstacles, and long-term backlogs, report to the Provincial People's Committee and the Chairman of the Provincial People's Committee; advise the Provincial People's Committee and the Chairman of the Provincial People's Committee to review the responsibilities of collectives and individuals that delay the reporting progress.
In addition, the People's Committee of Bac Ninh province also issued a separate document on inspection, progress monitoring, and handling of social housing projects that are slow to implement and slow to hand over to home buyers.
