Heavy rain hinders construction, Deputy Prime Minister directs 4 expressway projects

The Government requires Lang Son, Cao Bang, and Tuyen Quang to overcome difficulties in constructing expressways during the rainy season.

The Government Office has just issued Document No. 6863/VPCP-CN on the direction of Deputy Prime Minister Bui Thanh Son regarding the work of reviewing and removing difficulties and obstacles in 4 expressway projects including: Tuyen Quang - Ha Giang (section through the old Ha Giang province), Tuyen Quang - Ha Giang (section through the old Tuyen Quang), Dong Dang - Tra Linh and Huu Nghi - Chi Lang.

According to the direction, the People's Committee of Tuyen Quang province needs to complete the relocation of technical infrastructure and deploy the site clearance of 8.1 additional km before August 5, 2025.

In Lang Son, for the Dong Dang - Tra Linh project, the locality must complete the relocation of the remaining 6 households to hand over the site to the contractor.

As for the Huu Nghi - Chi Lang project, it is required to thoroughly resolve the problems of land acquisition, relocate infrastructure and hand over the landfill. The relocation of the railway signal information system must also be promoted, completed ahead of schedule.

In the face of unfavorable weather developments in the northern mountainous provinces, investors, project management boards and contractors are required to increase human resources, equipment, finance and have plans to respond to storms and floods. The construction must be continuous in 3 shifts and 4 teams to make up for the progress, especially towards opening the Tuyen Quang - Ha Giang expressway asphalt concrete layer, and completing the two projects in Lang Son on December 19, 2025.

At the same time, localities must strictly implement natural disaster prevention work, ensuring the safety of people, equipment, and works in areas prone to landslides.

In particular, the Deputy Prime Minister requested that there should be absolutely no situation of "running ahead, abandoning quality". Works with complex technical factors such as tunnels, large bridges, high embankment, and the section passing through Karst Cave need to be strictly monitored to ensure safety and long-term exploitation.

The Ministry of Finance is assigned the task of proactively coordinating the timely and complete allocation of capital for projects completed in 2025. Localities need to study investment in rest stops, ITS systems, non-stop toll collection (ETC), vehicle load control... in sync with the construction progress of the main route.

For the Tuyen Quang - Ha Giang expressway, relevant units must complete procedures before August 31, 2025 to soon construct adjusted and supplemented items.

The Dong Dang - Tra Linh project, phase 1, must be adjusted and approved before August 15, 2025. At the same time, urgently prepare, appraise and approve the Feasibility Study Report for phase 2, ensuring the start of construction on August 19, 2025.

Finally, the provinces are also assigned to review and promptly handle post- decentralization procedures according to Decree 144/2025/ND-CP, ensuring that the process of site clearance, resettlement and infrastructure relocation is not interrupted, affecting the project's progress.
