On the morning of September 20, speaking with Lao Dong Newspaper, Mr. Dinh Tien Dung - Vice Chairman of Tuyen Hoa District People's Committee (Quang Binh Province) - said that heavy rain from the evening and night of September 19 caused the Gianh River to rise, flooding many areas in the district, many houses were submerged in water.
Accordingly, communes such as Thanh Thach and Thanh Hoa were quite heavily affected. In Thanh Hoa commune, Ba Tung bridge, the main road to the commune People's Committee, was flooded 1.5m; 37 houses were flooded about 20-40cm deep.
Thanh Thach commune has 20 flooded households. Of these, 9 households are flooded over 2m, 11 households are flooded under 2m.
Ms. Nguyen Thi Thu - Vice Chairwoman of Thanh Hoa Commune People's Committee (Tuyen Hoa District) - said that 37 households in Bac Son village 1 have been evacuated from the deeply flooded area due to the impact of storm No. 4.
"Last night, we evacuated people and property to a safe area. Heavy rain caused the water level to rise, causing flooding 3-4 meters deep in residential areas. Now we have to wait for the water to recede to continue implementing the next plans," said Ms. Thu.
Mr. Doan Xuan Long - Chairman of Thanh Thach Commune People's Committee - informed that about 20 houses in villages 3 and 4 of Thanh Thach Commune were deeply flooded, especially some houses with water level up to 4m high. All people in the flooded area were evacuated to a safe place.
“Fortunately, the rain stopped this morning, the water level stopped rising and is showing signs of receding. Local authorities are also deploying forces to help people clean up their houses as the water gradually recedes,” said Mr. Long.
According to the Hydrometeorological Center of Quang Binh province, due to the influence of the tropical convergence zone with an axis through the Central region, the sea area of Quang Binh has showers and thunderstorms.
Rainfall measured in mountainous communes of Tuyen Hoa and Minh Hoa districts was over 400mm, reaching 633mm in some places. Heavy rain caused the water level of rivers in Quang Binh to rise, of which Gianh River was 1.39m above alarm level 2; Kien Giang and Nhat Le rivers were above alarm level 1.
Heavy rains also caused landslides and flooding in many areas in Quang Binh, causing local isolation. At deeply flooded areas, authorities have placed signs prohibiting people and vehicles from passing through and deployed forces to block them. Border guards have coordinated with local authorities to place signs and warn people not to cross areas with fast-flowing water.
