The National Steering Committee for Civil Defense has just sent an official dispatch to the People's Committees of provinces and cities of Son La, Tuyen Quang, Lao Cai and the Central region on proactively responding to heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, and hail.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the evening of September 11 to September 12, the area from Ha Tinh to Da Nang City and eastern Quang Ngai province will have moderate to heavy rain with common rainfall from 50-100mm, locally very heavy rain over 200mm; especially the area from Hue City to Da Nang City is common from 70-150mm, locally over 250mm; the eastern area of provinces from Gia Lai to Dak Lak, Central Highlands has rain from 30-60mm, locally over 100mm.
On the night of September 12 and on September 13, the area from Ha Tinh to Da Nang City will have rain from 70-150mm, locally over 250mm. On the night of September 13 and on September 14, the southern areas of Son La, Tuyen Quang, Lao Cai provinces will have rain from 30-70mm, locally over 120mm. From the night of September 12 to September 16, floods are likely to appear on rivers from Thanh Hoa to Da Nang City.
During this flood, the peak flood water level on the Ngan Sau and Ngan Pho rivers (Ha Tinh) rose to alarm level 2-alarm level 3; upstream of the Buoi, Ma, and Chu rivers (Thanh Hoa), upstream of the Ca river (Nghe An), rivers in Quang Tri rose to alarm level 1-alarm level 2 and above alarm level 2; rivers in Hue City, Vu Gia River (Da Nang City) rose above alarm level 1. To proactively respond to heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, and hail, the National Steering Committee for Civil Defense proposes that the People's Committees of provinces and cities:
Closely monitor warning bulletins, forecasts of heavy rain, floods, inundation, flash floods, landslides, tornadoes, lightning, hail; promptly inform local authorities and people to proactively take appropriate preventive measures.
Deploy shock forces to inspect, review, proactively organize the relocation and evacuation of people in riverside areas, streams, low-lying areas, at risk of deep flooding, flash floods, landslides to safe places, especially areas where heavy rain has occurred; clear flow; be ready with on-site forces to promptly support people to overcome consequences (if any).
Proactively organize forces to guard, control, and guide to ensure traffic safety at underground, spillway, and traffic roads that are deeply flooded, with fast flowing water, areas that have experienced landslides or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, materials, and vehicles to overcome incidents, ensure smooth traffic on main traffic axes, and prevent flooding in urban and industrial parks.
Directing the inspection, review, and implementation of measures to ensure the safety of tunnels and mines for mineral exploitation, under construction works, reservoirs and downstream areas, especially small hydropower reservoirs, small irrigation reservoirs, and key reservoirs; arranging standing forces to operate and regulate reservoirs and be ready to handle possible situations.
Inspect, review and deploy on the ground dike protection plans, protect key key dyke points, locations where incidents have occurred but have not been handled or overcome, and dyke works under construction to ensure safety. Strengthen inspection on dyke routes, strictly implement patrols, guards, and dike protection in the rainy and flood season, promptly detect and handle incidents and situations that may occur right from the first hour.
14 provinces and cities must proactively respond to heavy rain including: Son La, Tuyen Quang, Lao Cai, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong.
