Tan Lac is a locality with a large number of ethnic minorities living together. In recent years, the district has achieved many remarkable achievements in socio-economic development, while maintaining security and national defense.
Recognizing the importance of legal education and dissemination (LED) and mediation at the grassroots level, as a top priority task, playing a connecting role in building and enforcing the law, the District People's Committee issued a specific plan at the grassroots level, building a commune that meets legal access standards.
At the same time, a thematic plan was developed to strengthen the implementation of key tasks: providing guidance on legal dissemination and education, grassroots mediation, and inspecting and evaluating activities in this field; focusing on building communes that meet legal access standards with the goal of creating a stable and healthy legal environment for the people.
Since the beginning of 2024, Tan Lac district has promoted communication work on the National Target Program on Socio-Economic Development for Ethnic Minority Areas. Thereby, raising awareness of ethnic policies, poverty reduction, building great national unity and ensuring security and social order in the period of 2021-2030.
Within the framework of Phase I, the District People's Committee organized 5 propaganda conferences. At the conferences, a lot of information was provided to commune and town officials working on ethnic affairs, prestigious factors and people in ethnic minority areas in the area.
In addition, Tan Lac district directs and assigns tasks to functional agencies to implement the national target program in the 2021-2030 period, especially socio-economic development in ethnic minority areas. Communes have established 16 Management Boards, responsible for monitoring and implementing these programs effectively. Clear decentralization between management levels helps the implementation at the grassroots level to take place smoothly, creating favorable conditions for the synchronous development of the entire district.
In addition to communication programs on PBGDPL and grassroots mediation on mass media, training on knowledge and skills to improve capacity for grassroots implementation teams is widely deployed. Ensuring that legal education is practically accessible to people's lives.
According to Mr. Bui Van Chanh - Head of the Ethnic Division of Tan Lac district, in the first 9 months of 2024, agencies, units and People's Committees of communes and towns used the form of direct dissemination and education of law through conferences and concentrated classes in hamlets. These activities have helped PBGDPL activities to be close to reality, suitable to the subjects and situation of each locality.
In areas with complicated law violations, legal dissemination work has been focused on, thereby reducing violations and raising people's legal awareness.
In the coming time, Tan Lac district will actively propagate and carry out the task of building communes that meet legal access standards within the framework of the National Target Program on new rural construction; legal policies and guidelines to serve socio-economic development tasks.
