On July 16, at the Party Congress of the Ministry of Industry and Trade for the 2025-2030 term, Ms. Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation and Industrial Promotion, presented a speech affirming the Party's continuous leadership role in the green transformation of the Industry and Trade sector, and at the same time clearly stated the important steps that the sector has achieved.
Energy - a key area of green transformation
From the 9th Congress to the 13th Congress, the viewpoint of sustainable development has been clearly affirmed by the Party and continuously concretized. The 12th National Congress emphasized solutions such as efficient resource management and renewable energy development, while the 13th National Congress set specific targets: reducing at least 9% of greenhouse gas emissions in the period of 2021-2030, towards net zero emissions by 2050.
These orientations are guiding principles for the Industry and Trade sector in building strategies, institutions and implementing specific actions to achieve economic development goals associated with environmental protection.
According to Ms. Nguyen Thi Lam Giang, as a key area in the green transformation process, the energy sector has had strong changes. Resolution No. 55-NQ/TW of the Politburo has set a strategic orientation for national energy development until 2030, with a vision to 2045, emphasizing the shift to renewable, clean and efficient energy.
Implementing the Party's resolutions, the Ministry of Industry and Trade has advised on the development of many major policies: from the Law on Energy Efficiency and Savings Use in 2010, national target programs through many stages 2006-2011, 2012-2015 with specific encouraging results.
The Ministry of Industry and Trade has submitted to the Prime Minister a Decision to issue a National Program on energy-saving and efficient use for the period 2019-2030.
The Ministry of Industry and Trade has advised the Government to submit to the 15th National Assembly for approval at the 9th session of the Law amending and supplementing a number of articles of the Law on Energy Efficiency and Savings, including adding contents in the direction of strengthening regulations on implementingSDNLTKHQ solutions, creating a legal corridor for promoting the development of the ESCO energy service organization model, strongly developing the high-performance energy equipment market, and unlocking financial resources for energy-saving investment through the Fund mechanism.
Implement international commitments through concrete actions
According to Ms. Nguyen Thi Lam Giang, after Vietnam's commitment at the COP26 Conference, the Ministry of Industry and Trade has proactively issued an Action Plan, proposing a series of mechanisms: developing rooftop solar power, piloting a direct power purchase and sale mechanism (DPPA), power plan VIII, Hydrogen strategy...
In particular, from October 2024, the Ministry of Industry and Trade was assigned to be the Standing Agency of the Secretariat for the implementation of the JETP Declaration (Ferent Energy Transition). This is an important step in mobilizing international, technological and financial resources to help domestic enterprises shift away from fossil energy, towards the goal of net zero emissions.
Speaking before the Congress, Ms. Nguyen Thi Lam Giang affirmed: " phoenixizing the Party's major policies on green transformation, reducing greenhouse gas emissions, and responding to climate change has been, is and will continue to be a consistent orientation in all activities of the Industry and Trade sector".
She also represented the collective of cadres and party members of the Department of Innovation, Green Transformation and Public Upgrade to commit to the highest efforts, accompanying units, associations and enterprises to successfully implement the Party's Resolutions, contributing to the sustainable development of the Industry and Trade sector and the country in the new period.
