On the afternoon of June 17, Minister of Industry and Trade Nguyen Hong Dien explained and clarified a number of issues raised by National Assembly deputies in the discussion session on the socio-economic situation.
Forged and counterfeit goods are still complicated
Regarding the issue of market inspection, control, anti-counterfeit goods, and consumer protection, Minister Nguyen Hong Dien agreed with the opinions of many delegates, saying that although the authorities have made great efforts in the fight against counterfeit goods, the situation is still very complicated.
Faced with the above situation, Minister Nguyen Hong Dien pointed out the following main causes.
First, the act of trading in counterfeit goods and counterfeit goods has a huge profit, thereby attracting many participants.
Second, the behavior of trading in counterfeit and counterfeit goods is extremely sophisticated, taking advantage of high technology to commit fraud in the e-commerce environment, making it difficult to check and control.
Third, currently, both the human and material resources of competent agencies to carry out the task of preventing counterfeit goods, counterfeit goods, and trade fraud are limited.
Fourth, the coordination between relevant agencies is sometimes not synchronous.
Finally, Minister Nguyen Hong Dien said that the current sanctions for handling the above behavior are not enough to deter. In addition, there are a number of cadres in a number of sectors and fields who are assigned responsibility but degraded, degraded, and assisted in the violation.

To overcome the above situation, the Minister of Industry and Trade said that in the coming time, the Ministry will continue to advise and perfect legal policies, clearly defining the authority and responsibility of ministries, branches, localities, and competent authorities.
In addition, the inter-sectoral coordination mechanism needs to be enhanced in effectiveness and efficiency.
At the same time, it is necessary to enhance the responsibility for performing public duties, strengthen mandatory inspection and post-inspection. Complete the mechanism to support local Market Management forces to successfully complete assigned tasks.
"We also propose applying sanctions that are enough to deter violators.
At the same time, promote dissemination, propaganda, instruct businesses and business households to comply with the law and recommend consumers to proactively equip themselves with more knowledge to become smart consumers", said Minister Nguyen Hong Dien.
There will soon be a mechanism to strictly manage livestream activities
Regarding the issue of handling trade fraud, counterfeit goods, and counterfeit goods in the e-commerce environment, the Minister of Industry and Trade assessed that control and handling are facing many difficulties. Meanwhile, current regulations do not have sanctions for new sales and advertising models, such as livestream or some other forms.
Minister Nguyen Hong Dien said that in the coming time, the Ministry of Industry and Trade will urgently complete the dossier of the E-commerce Law project to submit to the National Assembly and the Government.
Accordingly, the Ministry of Industry and Trade proposed to clarify the responsibilities of ministries, branches, localities, and functional agencies with e-commerce activity models and livestream sales subjects.
At the same time, strengthen decentralization and delegation of authority to localities in managing e-commerce transactions.
The Ministry of Industry and Trade also continues to coordinate with interdisciplinary units in inspecting and handling violating items. Actively and proactively review and handle the exploitation of livestreams and e-commerce application websites to trade in counterfeit, counterfeit, and poor quality goods.
"In addition, we will also promote the guidance of people and businesses to only buy products and goods of clear origin and guaranteed quality," said Minister Nguyen Hong Dien.
