The Party Committee and People's Council of the new Bai Chay Ward will work at the old headquarters of the People's Committee of Hung Thang Ward.
From 8:30 a.m. on June 16, the new Bai Chay Ward Public Administration Service Center welcomed a large number of people to perform administrative procedures. To ensure smooth work, the Ward People's Committee arranged 8 cadres from both old units to work together.
Citizens in each ward will have their documents received and processed by the ward's staff.

The work of receiving and handling administrative procedures has also been carefully organized since the trial day.
From June 10, based on the expected list of cadres and civil servants who will work at the Public Administration Center, including cadres from both old wards, we have organized meetings, assigned, arranged specific work and started trial operations.
During this time, we have received many citizens of Hung Thang ward to complete procedures. Everything went quite smoothly."
In this pilot operation phase, Quang Ninh aims to comprehensively inspect the system, promptly detect and handle problems arising in the process of removing district level.
The tested contents include: receiving and handling administrative procedures, connecting document management software from province to commune; operating financial and budgetary mechanisms, public administration...
Although there is still much work to be completed, the province still prioritizes ensuring quick and convenient service to the people, avoiding inconvenience in the process of converting the model.

Previously, Quang Ninh organized intensive training courses for the team of secretaries and deputy secretaries of communes, wards and special zones.
The advisory and support agencies of the Provincial Party Committee, along with relevant departments and branches, have also actively supported localities in resolving difficulties and providing detailed instructions on issues arising during the preparation process.
All to ensure the operation of the two-level government apparatus is deployed synchronously and effectively from July 1, 2025.
