Today (6.15), the Standing Committee of the Quang Ninh Provincial Party Committee held a conference to listen to an overall report on the preparation for the implementation of the 2-level local government model.
To prepare for the implementation of the 2-level local government model from July 1, the Standing Committee of the Quang Ninh Provincial Party Committee has agreed on a personnel plan for leaders of Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees and socio-political organizations; leaders managing departments, branches and units in new communes and wards.
Localities have developed projects and plans to end the operation of specialized agencies, reorganize district-level public service units and establish specialized departments and commune-level public service units after the reorganization; reorganize the model of one-level public administration service centers.
Up to now, the working headquarters of the Party Committee, government, Fatherland Front, socio-political organizations and the headquarters of the Public Administration Service Centers of the new communes, wards and special zones have been reviewed and arranged. The new public administrative service centers of communes, wards and special zones have been fully equipped with staff, modern equipment systems, and full information technology infrastructure, synchronously connected with the provincial system, ensuring the settlement of administrative records quickly, accurately and effectively.
Regarding the tasks in the coming time, Mr. Vu Dai Thang - Member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee - requested Party committees, authorities, agencies, units and localities to continue reviewing and reporting to competent authorities to implement the arrangement and consolidation of the apparatus and staffing in new commune-level administrative units.
For Van Don and Co To special areas, study the plan to arrange government officials to work on islands with residents, ensuring to meet the requirements of serving the needs of people in handling administrative procedures as well as promptly handling issues arising in the area.
The Standing Committee of the Quang Ninh Provincial Party Committee agreed that on July 1, 54 commune-level administrative units in the whole province will simultaneously organize the first session of the People's Council to perfect the positions in the organizational structure of the People's Council and People's Committee of the communes. Thereby, marking the official transition period of the new model. At the same time, ensure conditions for the two-level local government model to operate smoothly and effectively from the very beginning.
