On June 21, information from the People's Committee of Nghe An province said that provincial leaders have just directed to urge the progress of land registration and first-time issuance of land use right certificates for backlog cases in the area.
According to the People's Committee of Nghe An province, after a period of implementing Plan No. 965/KH-UBND on accelerating the progress of land registration and issuance of land use right certificates for backlog cases, many localities have established steering committees and working groups; organized review, classification of dossiers and propaganda for people to declare and register according to the provisions of the 2024 Land Law.
However, the progress of processing dossiers in some localities is still slow, while the implementation process continues to generate many problems from reality.
Through preliminary review, Nghe An province still has 9,409 dossiers for issuing land use right certificates that are outstanding. Among them, there are 406 cases identified as being issued and allocated land ultra vires, which are being handled according to the plan of the Provincial People's Committee.
Another difficulty is that many cases of land use right certificates issued previously recorded residential land limits but did not clearly define the location of residential land in the total area of the land plot. When re-measuring, many land plots have an increased actual area compared to the issued certificate, causing renewal and verification of origin to take a lot of time.
In addition, during the new rural construction phase, some localities once mobilized people to exchange land to expand cultural houses, markets, schools, and health stations. However, due to incomplete legal procedures, many cases have not been approved by competent authorities. When people request to be granted land use right certificates at new land locations, problems arise, and some cases are considered to be illegal land allocation.
According to the plan of the People's Committee of Nghe An province, the review, statistics, and classification of cases of land use but not yet granted land use right certificates throughout the province must be completed before June 30, 2026. The initial land registration and issuance of land use right certificates for backlog cases that meet the conditions must be completed before December 31, 2026.
The People's Committee of Nghe An province requests localities to continue to accelerate the progress of reviewing and classifying dossiers, clearly identifying the causes of problems for each group of cases; and at the same time strengthen guidance and explanation to help people understand the regulations, avoiding prolonged backlog of dossiers, affecting the legitimate rights of land users.
For cases that are still inadequate in the process of applying legal regulations, the Nghe An Department of Agriculture and Environment is summarizing and advising the Provincial People's Committee to consider appropriate handling plans, ensuring compliance with regulations and harmony of people's interests.
