On June 20, information from the People's Committee of Nghe An province said that the locality is implementing a general plan to arrange blocks, hamlets, villages, and hamlets in the province in 2026.
According to the plan issued by the People's Committee of Nghe An province, the whole province will arrange the current 3.797 blocks, hamlets, villages, and hamlets into 2,026 new units. Thus, Nghe An is expected to reduce 1,771 blocks, hamlets, villages, and hamlets, equivalent to 46.64%.
Along with arranging residential units at the grassroots level, the Standing Committee of the Nghe An Provincial Party Committee has just issued Regulation No. 970-QD/TU temporarily regulating the standards for the title of Party cell secretary of blocks, hamlets, villages, and hamlets in the Provincial Party Committee.
The regulation was issued in the context of Nghe An implementing the arrangement of blocks, hamlets, villages, and hamlets according to Directive No. 21/CT-TTg dated May 2026 of the Prime Minister and directives of the Central Government and the province.
According to new regulations, Party cell secretaries must meet the criteria of politics, ideology, ethics, lifestyle, organizational discipline awareness, prestige, qualifications, capacity, health and age.
Notably, people holding the title of Party cell secretary must have leadership capacity, organizational capacity, mass mobilization skills and information technology application skills. Party cell secretaries must know how to use means and software to serve Party work; apply information technology in management, administration, and work exchange.
Regarding qualifications, the general standard for Party cell secretaries is high school graduation. For areas with special conditions, local personnel sources do not meet this standard, the standing committee of the commune-level Party Committee considers and decides, but must ensure that personnel have prestige, practical capacity and are trusted by the Party cell.
The regulation also clearly states that the personnel for the first time holding the position of Party cell secretary are basically no more than 65 years old. Nghe An province encourages localities to prioritize rejuvenating the team of Party cell secretaries to facilitate the deployment of information technology applications and the implementation of political tasks in villages, hamlets, and hamlets.
For cases of overage, if personnel have high prestige, ensure health, have practical capacity and information technology application skills, the standing committee of the commune-level Party Committee can consider and decide according to actual requirements.
The Standing Committee of Nghe An Provincial Party Committee also identified the prioritized personnel groups, including party members with university degrees or higher, with work experience at the grassroots level, who have participated in Party committees, Fatherland Fronts, and mass organizations; non-specialized personnel at the commune, village, hamlet, and village level.
In addition, retired cadres, civil servants, and public employees with qualities, prestige, sense of responsibility, ability to gather and mobilize people, capacity to supervise community investment and effectively organize mass movements in residential areas are also prioritized.
For urban areas, Nghe An prioritizes young party members with professional qualifications, innovative thinking, dynamism, sensitivity, skills in applying information technology and proficient use of digital platforms to serve Party work, population management, administrative reform, and digital transformation at the grassroots level.
In rural areas, the province prioritizes selecting party members with prestige in the community, exemplary in life and production; understanding the area, customs, habits and thoughts and aspirations of the People.
For areas with ethnic minorities, mountainous areas, remote and isolated areas, and particularly difficult areas, Nghe An prioritizes people who understand customs and habits, have the ability to propagate and mobilize the masses, know how to use ethnic languages appropriately for the area and have prestige in the community.
