On December 20, information from the People's Committee of Nghe An province said that in 2024, the authorities will focus on strictly handling "3 no" fishing vessels (no registration, no fishing license, no inspection) participating in fishing at sea.
Up to now, the province has completed 100% of the registration for 614/614 "3 no" fishing vessels and 100% of the fishing vessels after registration have had their information fully entered into the Vnfishbase system.
The total number of registered fishing vessels is 2,840, reaching 100% of fishing vessels required to be registered; 100% have been updated to the Vnfishbase database system.
There are 969/1,058 vessels that have been granted Food Safety Certificates (FSCs), reaching 91.59% of the total number of fishing vessels required to be granted and reaching 100% of the number of vessels currently operating; 89 fishing vessels have not yet been granted/re-granted FSCs (accounting for 8.41%).
1,044/1,058 fishing vessels have installed voyage monitoring equipment (GSHT), reaching 98.7%. Fishing vessels that have not installed GSHT equipment are strictly managed. Every week, the locality where the fishing vessel is anchored must take pictures of the fishing vessel along with the anchorage coordinates and send them to the Department of Fisheries and Fisheries Control for monitoring.
In 2024, interdisciplinary teams inspected 2,780 ships leaving the port, 2,836 fishing vessels arriving at the port, and the total output of seafood unloaded through the port was inspected at 10,793 tons.
The interdisciplinary team has drawn up records to handle administrative violations against 14 cases/14 subjects/14 vehicles for acts of exploiting in the wrong area (10 cases), incorrect logbook (2 cases), not reporting 1 hour before entering the port (1 case), not maintaining VMS connection (1 case) and transferred the records to the competent authority for sanction.
The fishing port has monitored 14,431 fishing vessels arriving at the port and fishing wharf; the monitored aquatic product output is 63,832 tons, the monitoring rate is 34% compared to the total output of the whole province.
The province has activated 87.52% of eCDT accounts for ship owners and captains of fishing vessels participating in aquatic exploitation (of which 926/1,058 accounts have been activated for ships with a length of 15m or more), carried out 2,197 departure procedures; 1,830 arrival procedures.
In 2024, authorities penalized 272 IUU fishing violators with a total fine of VND 5,012.55 million.
However, according to the People's Committee of Nghe An province, the progress of inspection, verification, and handling of fishing vessels violating the GSHT connection loss is still slow. The inspection and supervision of fishing vessels and output through the port is sometimes not serious; the checking of fishing logs is not thorough, leading to the situation of incorrect, incorrect, and incomplete logs... still occurring.
The statistics of output from fishing vessels and purchasing facilities at private and traditional fishing ports of communes/wards are not complete and timely, affecting the monitoring rate of the total output of the whole province. There are still many fishing vessels that do not dock at designated fishing ports according to regulations but there is no solution to handle them.
Mr. Nguyen Van De - Vice Chairman of Nghe An Provincial People's Committee said that he has directed agencies, units and localities to take more drastic actions in implementing the task of combating illegal, unreported and unregulated (IUU) fishing, determined to remove the "yellow card" of the European Commission.
