Monitoring and handling fishing vessels that lose connection
On July 18, information from the People's Committee of Nghe An province said that in Decision No. 3126, the Provincial People's Committee issued Regulations on coordination in management, exploitation, use and processing of vessel monitoring data, in order to strengthen responsibility and coordination between agencies, units, and localities in monitoring, exploiting, sharing and processing data from the vessel monitoring system. This is considered one of the important solutions to control seafood exploitation activities at sea, prevent illegal, unreported and unregulated - IUU - seafood exploitation.
Subjects of application of the regulation include state management agencies related to the management, exploitation and processing of vessel monitoring data; competent authorities handling administrative violations in the field of fisheries; inter-sectoral working groups handling vessels losing connection to vessel monitoring equipment at sea.
The regulation also applies to ship owners, captains, organizations, individuals engaged in seafood exploitation and units providing equipment and services to monitor the journey of fishing vessels.
According to regulations, functional agencies will coordinate to receive, detect, extract, analyze, evaluate and process information for fishing vessels that lose signal from navigation monitoring devices; fishing vessels that go beyond the permitted exploitation area; vessels that issue warnings for emergency and other unusual cases.
The voyage history of the fishing vessel will be inspected, supervised, and verified to clarify the case. In case violations are detected, functional agencies will prepare dossiers and handle them according to their authority and the provisions of law on handling administrative violations.
Agencies and units are responsible for exchanging information, summarizing the operating situation of fishing vessels belonging to the journey monitoring system; advising on the implementation of directives and instructions from superiors on fishing vessel management and combating IUU fishing.
In case difficulties and obstacles arise, units must exchange and agree on handling according to their authority. If consensus has not been reached, the presiding agency shall summarize and report to the Provincial People's Committee for consideration and resolution.
Operating 24/7 monitoring system
The People's Committee of Nghe An province assigned the Department of Agriculture and Environment to organize the management of the vessel monitoring system; decentralize access accounts to organizations and individuals serving vessel management, disaster prevention and control, and handling administrative violations in the field of fisheries.
The Department of Agriculture and Environment is responsible for organizing 24/7 system operation, exploiting and processing data for fishing vessels with a maximum length of 15 meters or more managed by the locality.
Data for fishing vessels of other localities when docking and leaving ports in Nghe An is also exploited to serve fishing vessel management, traceability of seafood, handling of violations, appraisal and payment of policies according to regulations.
The Provincial Border Guard Command, People's Committees of communes with fishing vessels and related units are granted accounts to access the system to exploit databases, serve fishing vessel management, disaster prevention and control and handle violations.
Fishing port management organizations in the province are allowed to exploit data to monitor fishing vessels leaving and docking at ports; control seafood output through ports; trace the origin of exploited seafood and coordinate to handle violations.
For cases that require the coordination of many agencies and units, the lead agency must proactively exchange and organize unified and synchronous handling, ensuring the correct order and procedures according to regulations.
