In which, the model "Cadres and party members in charge of vehicles at high risk of violations when operating in foreign waters" is showing clear effectiveness in coastal areas.
The highlight of the model is to accurately review and classify fishing vessels at high risk of violation, often those that operate for long days at sea, have violated or regularly exploit near sensitive boundary areas.
Each cadre and party member is assigned the responsibility of directly monitoring one or a specific group of fishing vessels.
Not only managing records, in-charge officers also grasp the family circumstances, production conditions, and operational processes of ship owners and captains.

Before each sea trip, the border guard force directly meets, propagates, disseminates legal regulations and guides fishermen to exploit in the right fishing grounds.
During the ship's operation at sea, monitoring is carried out regularly through the navigation tracking system.
When detecting unusual signs, functional forces promptly contact and remind fishermen to adjust their operations.

Innovating propaganda, preventing violations early
In parallel with vehicle management, the Border Guard of Lam Dong province focuses on innovating the content and forms of propaganda in the direction of being close to the people, easy to understand and suitable for each target group.
For fishermen who still have limited legal awareness, the content of propaganda is conveyed through real-life situations.

For cases of previous violations, officials focus on analyzing legal consequences, economic damage and impact on the reputation of fishermen and localities.
Thanks to flexible approaches, more than 398,400 fishermen have been propagated, hundreds of training classes have been organized, and 100% of fishing vessels under management have installed journey monitoring equipment.
According to Senior Lieutenant Mai Van Minh - Team Leader of Mass Mobilization of Phu Quy Port Border Guard Station, when fishermen understand the legal regulations and the benefits of exploitation in accordance with regulations, they will proactively comply and remind each other not to violate foreign waters.
In the coming time, the Border Guard of Lam Dong province will continue to promote the application of technology in fishing vessel management, improve the quality of the staff in charge and strengthen coordination with functional forces to improve the effectiveness of combating IUU fishing.
Reality shows that when responsibility is attached to each official and each means, violation prevention work is carried out early and remotely.
