On March 12, the Office of the Hanoi People's Committee issued a notice of the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan at the meeting to listen to a report on the design plan to renovate the To Lich River.
Accordingly, the City People's Committee basically agrees with the research direction and proposal of Sun Group Joint Stock Company - Sun Group, the basic design plan that meets the city's criteria and orientations and programs and plans that have been and are being implemented, with the goal of turning To Lich River into a green space, a landscape and ecological highlight to serve the community.
To create synchronization with the programs, the City People's Committee assigned the Department of Planning and Architecture and the Institute of Construction Planning to coordinate with Sun Group Company to complete the design plan, ensuring synchronization with the programs and plans that have been implemented.
The contents that need to be updated include updating, including including the detailed planning project at a scale of 1/500 on both sides of the To Lich River in sections 1, 2, 3 that have been approved by the City People's Committee; updating the content of the renovation of the two sides of the To Lich River in the Project "Restoration of environmental quality and development of the system of 4 inner-city rivers: To Lich, Kim Nguu, Lu, Set" according to the program of the City Party Committee being studied and implemented.
At the same time, clarify further the technological solutions for treating the riverbed to clean the riverbed; study the content of turning To Lich River into a place to store water when flooding the To Lich River basin in the Capital Drainage Plan; evaluate the interaction of the technical infrastructure system along the route ( Bailey steel bridges in the traffic technical infrastructure network) with the design plan.
Along with that, study more carefully the embankments on both sides of the river (where can it be expanded; where not) to create space with many landscapes that both allow the expansion of the To Lich River water surface, and at the same time create land funds for the development of public service works; agree on the plan to report to the City People's Committee for consideration and direction.
The City People's Committee assigned the Department of Finance to study the implementation mechanism for the To Lich River renovation plan (in the direction of applying the BT form) to advise, propose, and report to the City People's Committee for consideration and direction.
