Information from the Hanoi Department of Construction on September 6, from September 7 to the end of September 26, Hoan Kiem Ward People's Committee will preside over and coordinate with Cua Nam Ward People's Committee to collect community opinions on the Partial Adjustment of Urban Subdivision Planning H1-1B (Hoan Kiem Lake area and surrounding areas), scale 1/2000 and part of Urban Subdivision Planning H1-1C, scale 1/2000 combined with Detailed Planning solution, scale 1/500 renovation, embellishment, reconstruction, spatial reconstruction of Hoan Kiem Lake area and surrounding areas.
The study area belongs to Hoan Kiem and Cua Nam wards, with a scale of about 65.89 ha. To the North, it borders Hang Gai and Cau Go streets; to the South, it borders Hai Ba Trung and Dang Thai Than streets; to the West, it borders Hang Trong, Nha Tho, Au Trieu streets, the Nha Tho Lon area and Nha Chung, Quang Trung streets; to the East, it borders Nguyen Huu Huan, Ly Thai To, Le Lai streets, the State Bank of Vietnam area and Ly Dao Thanh, Tong Dan, Trang Tien, Tran Quang Khai, Tran Khanh Du streets.
The overall idea is to study organizing Hoan Kiem Lake space as a large square - a symbol of the Capital, combined with August Revolution Square and the Opera House to form a "History - Culture - Art" space.
The focus is on expanding connections around the lake, especially in the North and East; rebuilding and restructuring community living spaces, squares and green parks; renovating and embellishing key architectural works; creating a harmonious connection between old and new architectures; organizing diverse and flexible spaces to serve activities and events of the Capital.
The area north of Hoan Kiem Lake: it is expected to expand Dong Kinh Nghia Thuc Square, forming a large square, strengthening connection with Hoan Kiem Lake and the park - Eastern square. The research plan is to arrange the symbolic structure "Khai Hoan Mon", inspired by the hawk wings that are rising, creating a highlight to end the urban axis of the Old Quarter and opening up a new space axis to the South.
East of Hoan Kiem Lake area: study the formation of a system of squares and parks in the City People's Committee area, Ly Thai To Flower Garden, Hanoi Post Office and Hoa Phong Tower; reorganize the space around Ba Kieu Temple; arrange a monument to the Capital's Martyrs; strengthen connection with the Dinh Le - Trang Tien area and suitable commercial and service spaces.
The park - square space in the East is researched to develop an underground space to enhance service and public space and connect with C9 station on urban railway line No. 2, creating a special cultural, service, and commercial TOD area.
For the headquarters area of the City People's Committee, the plan is to arrange a new 9-story above-ground building, 4 basements on the basis of restructuring the land area; study demolition of the headquarters of the People's Council, the City People's Committee, the Red Scarf Theater and the Children's Palace block; plan to retain three French architectural blocks including the Children's Hospital, the Indochina Treasury and the Governor's Palace. The space is studied to be organized along the North-South, East-West axes, connected to the park - square in the North and East, Ly Thai To Flower Garden and Hoan Kiem Lake.
For the Hanoi Post Office area, the plan to study the dismantling of some architectural works is not suitable; and at the same time, study solutions to evoke and recreate the image and architectural morphology characteristic of the old Bao An Pagoda in the central space within the Post Office campus.
Southeast area of Hoan Kiem Lake: researching the organization of small commercial spaces combined with coffee and kiosks; emphasizing the Trang Tien axis connecting from Hoan Kiem Lake to the Opera House; organizing the Nguyen Khac Can - Trang Tien alley route into a pedestrian space; supplementing and expanding the access direction to the Dinh - Den - Vu Thach Pagoda relic complex from Hang Khay, Ba Trieu and Hai Ba Trung streets.
West area of Hoan Kiem Lake: study extending Nha Tho street to Hoan Kiem Lake, connecting with Le Thai To street, creating open space and pedestrian streets; study arranging high-class hotel projects based on restructuring the Hanoi Moi Newspaper headquarters and Printing House, the City Police Investigation Agency headquarters at 2 Trang Thi and surrounding areas to serve tourism and socio-economic development.
The area of August Revolution Square, the Opera House, the National Museum of History and its vicinity: researching to connect the system of squares, flower gardens, museums and architectural landscape spaces in the East of Hoan Kiem Lake; connecting the Trang Tien axis and the Hong River Landscape Avenue Axis; developing open cultural and artistic spaces behind the Opera House, forming outdoor performance spaces combined with existing works.
The plan is to simultaneously study the reorganization of the space, consolidate the National Museum of History and the Old Revolutionary Museum to form an interconnected cultural complex on the ground and underground space; study the arrangement of new construction works (International Financial Tower) at the land of the Old Revolutionary Museum after merging the two museums.
Regarding traffic and underground space: synchronously research ground traffic and underground space, ensuring connection between Hoan Kiem Lake, the Opera House, the National Museum of History and new development areas. Underground space is researched in a multi-functional direction, combining traffic, parking lots, commerce, services, culture and appropriate support functions; in the square and park area, it is expected to arrange from 3 to 3.5 basements, researching the formation of a complex connecting to underground station C9 - TOD.
The online conference to gather community opinions is co-organized by Hoan Kiem Ward People's Committee and Cua Nam Ward People's Committee, expected at 9:00 AM on September 9, 2026.
