On December 31, 2020, the Standing Committee of Ha Long City Party Committee issued Resolution No. 21-NQ/TU on investment, renovation and upgrading of infrastructure of residential areas and urban areas formed before 2005 in the city.
Implementing the resolution, over the past 4 years, more than 3,450 households in Ha Long City have voluntarily donated 41,518m2 of land, equivalent to a value of 280.75 billion VND.
The completed projects have contributed to completely solving the flooding problem, ensuring traffic safety and improving people's quality of life.
Many residential areas have a spacious appearance, in line with the goal of building Ha Long City into a modern and civilized urban area. The movement of donating land to open roads in the city has received positive responses from the people.
A typical example is the story of Mr. Pham Van Khoi (group 11A, zone 4, Hung Thang ward), who voluntarily donated 420m² of land, worth more than 10.5 billion VND, to carry out the project of opening an inter-zone road.
The road and sewer system connecting the old residential area in Zone 4A with the BIM urban area in Hung Thang Ward, started construction at the end of 2022. Initially, the project encountered difficulties due to the need to clear more than 4,000m² of land, while many residents did not agree. Thanks to active propaganda from the government, many households realized the long-term benefits of the project and agreed to donate land.

Mr. Pham Van Khoi's family took the lead in donating the entire 420m² of land and demolishing the structures on the land. Mr. Khoi shared: "At first, I planned to keep this land for my children and grandchildren. But when I understood the benefits of the community, I decided to donate the land because I wanted to contribute to building a more spacious neighborhood."
Ms. Ngo Thi Nuoi (82 years old, Tran Hung Dao ward) also donated 64 square meters of land worth nearly 4 billion VND to build a branch road 18 meters long and 4 meters wide, creating convenient travel conditions for people in the area.
In the 4 years of implementing Resolution 21-NQ/TU, Ha Long City has implemented 249 projects with a total investment of 1,330.66 billion VND. Of which, 140 projects use the city budget, focusing on renovating traffic infrastructure, cultural houses and entertainment areas.
The donation of land to upgrade traffic and urban infrastructure in Ha Long City has created a strong driving force in building a civilized and modern city.
