On December 9, the Standing Committee of the Ha Long City Party Committee held a conference to listen to and give opinions on the 2024 Work Results Report of the Steering Committees established by the Standing Committee of the City Party Committee.
Ha Long City currently has 12 Steering Committees according to the Decisions of the Standing Committee of the City Party Committee. The proactive establishment of a number of Steering Committees has been effective for a certain period of time, strengthening leadership and direction, improving the effectiveness of Party building and state management in the fields and tasks of focused direction.
However, the establishment of many Steering Committees leads to the need to maintain activities and regular meeting schedules according to regulations, organize many meetings, and waste a lot of time; one department, division, or unit participates in many Steering Committees, activities are not focused, and efficiency is not high.
To implement the Central's policy on building a "Refined - Lean - Strong - Effective - Efficient - Effective" political system; to concretize the direction in Official Dispatch No. 01-CV/BCD, dated December 6, 2024 of the Provincial Steering Committee, Mr. Vu Quyet Tien - Secretary of Ha Long City Party Committee - requested to maintain the 6 Steering Committees according to the direction of Quang Ninh province.
Among them are the following committees: Steering Committee for protecting the Party's ideological foundation, fighting against erroneous and hostile views in the new situation; Steering Committee for implementing the Grassroots Democracy Charter of Ha Long City; Steering Committee for Judicial Reform of the City, term 2021-2026; Steering Committee for implementing the Grassroots Security Model; Steering Committee for implementing Decision No. 06/QD-TTg, dated January 6, 2022 of the Prime Minister and Resolution No. 09-NQ/TU, dated February 5, 2022 of the Standing Committee of the Provincial Party Committee on comprehensive digital transformation in Ha Long City; Steering Committee for implementing Resolution No. 06-NQ/TU, dated May 17, 2021 of the Provincial Party Committee.
The tasks of 5 Steering Committees were completed, including: Steering Committee for building Party and mass organizations in private economic units; Steering Committee for implementing Resolution No. 16-NQ/TU dated May 9, 2019 of the Quang Ninh Provincial Party Committee on strengthening the Party's leadership in the management of coal and mineral resources in the province; Steering Committee for strengthening the Party's leadership in ensuring traffic order and safety on roads, railways, inland waterways and overcoming traffic congestion in Ha Long city; Steering Committee for site clearance and implementation of key and dynamic investment projects in the city and directing the implementation of Resolution No. 21-NQ/TU dated December 31, 2020 of the Standing Committee of the City Party Committee; Steering Committee for land allocation, land lease, and management of forest land and aquaculture in the city.
At the same time, adjust the name and activities of the Steering Committee for implementing Resolution No. 15-NQ/TU, dated April 23, 2019 and Resolution No. 01-NQ/TU dated November 16, 2020 of the Provincial Party Committee in Ha Long city to: Steering Committee for implementing Resolution No. 01-NQ/TU dated November 16, 2020 of the Provincial Party Committee in Ha Long city.
Suspend the operation of the Steering Committee for the implementation of Resolution No. 15-NQ/TU, dated April 23, 2019 of the Provincial Party Committee, because the Provincial Party Committee Executive Committee has summarized Resolution No. 15-NQ/TU, dated April 23, 2019 and agreed on the policy of issuing a new resolution of the Provincial Party Committee Executive Committee on rapid and sustainable development of the marine economy of Quang Ninh province.
Continue to maintain the operation of the Steering Committee to implement Resolution No. 01-NQ/TU dated November 16, 2020 of the Provincial Party Committee (under the direction of the Provincial Party Committee) until the Provincial Party Executive Committee summarizes the Resolution.
